Special Examination of Major Agreements

This Request for Proposals (the “RFP”) is an invitation by the Regina Exhibition Association
Limited (“REAL”) to prospective proponents to submit proposals for the Special Examination of
Major Agreements as further described in Section A of the RFP Particulars (Appendix B) (the
“Deliverables”).

REAL seeks proposals in response to this RFP from an experienced company capable of
completing the work associated with Contract Management at REAL. The successful proponent
will provide a report detailing an extensive review of REAL’s major contracts.

The Regina Exhibition Association Limited (REAL) is entering a significant period of transition
with the appointment of a new CEO and executive. This change in leadership presents both an
opportunity and a responsibility to reaffirm REAL’s commitment to transparency, accountability
and sound financial stewardship.

In this context, the proposed Special Examination of Major Agreements is a timely and prudent
step. This examination would provide independent assurance that the financial and
management terms of REAL’s largest and most complex agreements have been properly
administered, accurately reported, and consistently applied in accordance with contractual
obligations.

The Special Examination will focus on REAL’s major commercial agreements relating to
Facilities Management, Major Event Management (Sports, Agriculture, etc.), and Food and
Beverage services. There are currently 5 complex agreements identified to be reviewed.

These contracts vary in term - from 5 to 10 years. The engagement would provide a review of
contract management practices related to these agreements for the period January 1, 2023, to
March 31, 2025.
