The Nicholasville Police Department is soliciting proposals from qualified acoustical contractors for the furnishing and installation of acoustical wall treatment systems within the Chief Todd Justice Community Room located at the Nicholasville Police Department.

The intent of this project is to improve speech intelligibility, reduce reverberation, and enhance the overall acoustical environment of the space while maintaining a clean and integrated architectural appearance suitable for a professional public safety environment.

This project includes a combination of field-fabricated stretch fabric acoustical wall systems and prefabricated fabric-wrapped acoustical wall panels.

The selected contractor shall provide all labor, materials, equipment, engineering, coordination, and supervision required for a complete and operational installation.

Desired installation timeline is Summer 2026.

This RFP should not be construed as a commitment on City of Nicholasville’s part to obtain any services from

any vendor or to fully implement this project. At any time, the City of Nicholasville (The City) may terminate

or modify this RFP and request revised proposals from respondents. The City may reject any or all proposals at

its sole discretion. All expenses associated with providing the information requested in this RFP are borne

solely by the respondents to this document. The City assumes no legal or financial responsibilities for such

expenses.

1. INVITATION TO BID

The Nicholasville Police Department is soliciting proposals from qualified acoustical

contractors for the furnishing and installation of acoustical wall treatment systems within the

Chief Todd Justice Community Room located at the Nicholasville Police Department.

2. PROJECT OVERVIEW

3. EXISTING CONDITIONS

The existing community room consists primarily of hard, reflective finish surfaces that

contribute to excessive sound reflections and poor speech intelligibility.

Existing conditions include:

• Reflective gypsum wall surfaces

• Hard ceiling surfaces

• Minimal existing absorptive finishes

• High reverberation characteristics

• Multipurpose meeting and conferencing use

• Public safety communication environment

4. BASIS OF DESIGN

Stretch Fabric Acoustical System

Basis of Design Manufacturer: Novawall Stretch Fabric Wall System

Minimum System Requirements:

• Field-fabricated and site-installed

• Concealed attachment tracks

• Minimum 1-inch acoustical core

• Large-format layouts with minimal visible seams

• Integrated custom graphics capability

• Custom fabric selection and color coordination

• Class A fire-rated components

Prefabricated Acoustical Wall Panels

Basis of Design Manufacturer: Sound Seal S2000 Acoustical Wall Panels

Minimum System Requirements:

• Factory-fabricated

• Minimum 1-inch acoustical core

• Fabric-wrapped finishes

• Concealed mounting hardware

• Durable commercial-grade construction

• High acoustical absorption characteristics

• Class A fire-rated components

5. PERFORMANCE REQUIREMENTS

Reverberation Performance Requirements

The installing contractor shall be responsible for performing a reverberation analysis of the

space and determining the quantity, layout, and configuration of acoustical treatment

required to achieve the specified performance criteria.

The completed installation shall achieve a target reverberation time (RT60) between 1.5

and 2.0 seconds within the Main Conference Room environment.

Acoustical calculations shall be based on:

• Existing room geometry

• Finish materials

• Room volume

• Intended room usage

• Proposed acoustical treatment materials

• Applicable absorption coefficients

The contractor shall provide supporting acoustical calculations and product data as part of

the shop drawing and submittal process.

Proposed acoustical treatment layouts shall be designed to provide balanced and effective

sound absorption throughout the space while maintaining the intended architectural

appearance.

Failure to achieve the specified acoustical performance requirements shall require

corrective action by the contractor at no additional cost to the Owner.

6. SUBSTITUTION PROCEDURES

The products identified within this specification represent the basis of design and establish

the minimum standard of quality, appearance, functionality, and acoustical performance

required for the project.

No substitutions shall be permitted after bid submission.

Any proposed substitution requests must be submitted a minimum of ten (10) business

days prior to the bid date and shall include:

• Complete product data

• Acoustical testing documentation

• Fire testing documentation

• Installation details

• Fabric samples

• Graphic integration capabilities

• Manufacturer qualifications

• Installer qualifications

• Comparable project references

The following systems shall not be considered acceptable substitutions:

• Exposed track systems

• Direct-applied acoustical treatments

• PET felt panel systems

• Unfinished edge systems

• Systems incapable of integrated custom graphics

• Systems incapable of large-format seam-minimized layouts

7. SHOP DRAWINGS AND SUBMITTALS

The successful contractor shall provide:

• Product data sheets

• Shop drawings

• Fabric samples

• Graphic mockups

• Installation details

• Mounting details

• Manufacturer certifications

• Acoustical testing documentation

• Fire testing documentation

8. INSTALLER QUALIFICATIONS

The installing contractor shall:

• Have a minimum of five (5) years of experience with commercial acoustical treatment

installations

• Utilize manufacturer-authorized installers where applicable

• Have successfully completed a minimum of three (3) comparable projects

• Demonstrate experience with custom fabric and graphic installations

9. EXECUTION REQUIREMENTS

• The contractor shall field verify all dimensions and existing conditions prior to

fabrication.

• Coordinate all work with the Owner to minimize disruption to facility operations.

• Protect adjacent finishes, furnishings, equipment, and existing construction during

installation.

• Install all systems in accordance with manufacturer recommendations and approved

shop drawings.

10. WARRANTY

Provide the following minimum warranties:

• One (1) year installation warranty

• Manufacturer material warranty

• Fabric defect warranty

• Graphic workmanship warranty

11. BID REQUIREMENTS

All bids shall include:

• Lump sum project pricing

• Material lead times

• Estimated installation duration

• Product data sheets

• Proposed fabric selections

• Warranty information

• Contractor qualifications

• Project references

12. ACCEPTANCE CRITERIA

Final acceptance shall be contingent upon:

• Completion of installation in accordance with approved submittals

• Compliance with specified performance requirements

• Proper installation and finish quality

• Completion of cleanup and touch-up work

• Owner review and approval

13. SUBMISSION OF RFP:

1. All RFPs shall be enclosed in sealed envelopes and submitted to the City of

Nicholasville, 517 North, Nicholasville, Kentucky 40356, ATTN: Camille Latham,

Purchasing Agent.

2. The name and address of the proposer, date of the bid opening, and the bid name will

be shown on the outside of the envelope. All RFP’S will be received no later than

Tuesday, June 30, 2026, at 12:00 Noon, and will be recorded as being received.

3. Proposers agree that the price will remain firm and subject to acceptance by the City for

a period of sixty (60) calendar days from the bid opening date.

4. RFPs received after the time set for the RFP opening will not be considered.

14. Scheduled Work:

1. Contractor to schedule work with the Chief of Police or his designee.

15. Scheduled Start Date/Ending Dates:

1. Starting Date: To be determined upon award of Bid.

2. Ending Date: To be determined upon award of Bid.

3. Project to be completed within 6 weeks upon start of scheduled work.

16. Contractor Requirements:

1. Access to Property: Monday through Friday 8:00 a.m. through 5 p.m.

2. Supervision: Contractor shall have one individual always designated as the Supervisor

of the crew while on the property. A list of all Supervisors shall be provided to the Chief

of Police prior to work.

3. Contract Price: Contract price set forth in this RFP shall become a part of this Contract.

4. Liability Clause: Successful bidder shall furnish the following insurance certificates in

full amounts required by Kentucky Statutes. All Certificates shall remain up to date and

on file during the duration of the contract.

• Certificate of Liability Insurance Shall be provided to the Purchasing Department with

the Following minimum coverage:

• Broad Form Comprehensive General Liability, including Products and Completed

Operations.

▪ Bodily Injury:

• $1,000,000 each occurrence

• $2,000,000 aggregate

▪ Property Damage:

• $1,000,000 each occurrence

• Automobile Liability, including any auto, hiring autos and non-owned autos.

• Workers Compensation for all employees used on the job pursuant to statute.

• Contractor must hold a current City of Nicholasville Occupational License.

• Business License, contractor shall provide proof of Business License for the City of

Nicholasville.
