buildings. Work to include siding patching, preparation, and paint application.

The City of Redmond, Washington requests interested parties to submit sealed bids for the above
referenced Invitation For Bid (IFB).
Project Overview
This project involves the preparation and painting of up to 11 exterior structures on properties located at
Farrel McWhirter Park (5), Conrad Olsen Homestead (1), Martin Park (3), and Juel Park (2). The goal is to
enhance the appearance, protect the surfaces from weathering, and ensure long-lasting durability.
The City is interested in contracting for the external painting of park facility buildings per the
requirements of this solicitation. Please provide pricing to patch any siding, prep and apply paint per
location as listed in the Bid Submittal Sheet (Attachment A), aerial site maps are also provided for your
reference, Attachment B.
The City wishes to have the contractors provide a per building cost to paint the parks facilities building.
The City may reduce the number of buildings or locations to paint based on the available budget. The
City reserves the right to award this contract to multiple vendors.
The estimate shall include all labor, equipment, materials, taxes, and fees to complete the work. All
project work areas are to be left in clean condition prior to final inspection and acceptance. Removal and
disposal of any scrap material is to be done in compliance with all local and federal laws and
requirements. This work is subject to the prevailing wage requirements of the State of Washington.

Scope of Work
A. Surface Preparation (including but not limited to)
• Pressure washing of all exterior surfaces to remove dirt, mildew, and loose paint.
• Scraping, sanding, and/ or the use of a wire brush may be needed to substantially remove
peeling or flaking paint.
• Caulking of cracks and gaps around windows, doors, and trim, and/or other areas as needed.
• Minor repairs to siding and/or other surfaces to be painted.
• Priming of bare wood, metal, or repaired areas as needed.
• Surface protection as needed to ensure unintended areas are not affected by overspray or
paint splatter.
• All priming shall be performed using appropriate Sherwin-Williams primers as required by
substrate and condition.
• Spot priming shall be completed using PrimeRx® Peel Bonding Primer, or
• Full-coat priming shall be completed using Exterior Oil-Based Wood Primer, where required.
• All metal surfaces to receive paint shall be primed with Extreme Bond® Primer prior to
application of finish coats.
B. Painting (Including, but not limited to)
• All paint and primer shall be applied strictly in accordance with the manufacturer’s published
specifications and recommendations.
• Application methods shall be limited to techniques that produce a uniform, smooth, and
thoroughly covered finish.
• Exterior paint shall be Sherwin-Williams Duration® Exterior, Satin finish. Color schemes will be
provided upon contract award.
• Surfaces to be painted include, but are not limited to, the following:
o Siding
o Stucco
o Trim
o Fascia and soffits
o Doors and frames
o Window frames
o Gutters and downspouts (if applicable)
• All surfaces shall be thoroughly dry, and no rain shall be anticipated before painting
commences.
• Drips, spills, splatter, and overspray shall be cleaned up immediately using appropriate

measures.
C. Protection and Cleanup (including but not limited to)
• Protection of landscaping, walkways, and non-painted surfaces using drop cloths and
masking.
• Daily cleanup of work areas.
• Ensuring that work areas are free of hazards for crew and park users both during work hours
and outside work hours.
• Final cleanup and appropriate disposal of all painting-related debris.
D. Materials and Equipment (including but not limited to)
• All paint, primer, caulk, and other supplies to be provided by contractor.
• Use of ladders, scaffolding, and safety equipment as required, and according to current safety
standards and ordinances.
• Unless otherwise stated, materials used shall be known to have a history of dependability and
durability.
• City staff holds the right to request alternate materials be used other than what the contractor
has provided.
E. Safety and Compliance (Including but not limited to)
• All work will comply with OSHA safety standards.
• Workers will wear appropriate PPE’s as required.
• Lead-safe practices will be followed where lead-based paint is present. A comprehensive
study has been completed, and has been found on a couple buildings, the report is available
and is included as Attachment C.
• Work sites will be kept free of hazards.
• Spotters will be used at all times if vehicles/equipment are to be used around park patrons.
• All work will take place in public areas, caution will be used at all times to ensure worker and
user safety.
• Ladders and other equipment shall be inspected frequently to make sure sound working order
is achieved and stored properly when not in use.
F. Exclusions
• Interior painting
• Structural repairs
• Window replacement
• Painting of detached structures unless specified
G. Acceptance Criteria
• Uniform coverage with no visible streaks or missed areas.
• Clean lines and edges.
• No paint on unintended surfaces.

• Final walkthrough with client for approval.
Subcontractors: Upon award, the selected Contractor shall provide the names of all subcontractors with
whom the Contractor will directly subcontract for performance of the work and the projected value of that
work, subject to the provisions of the contract and RCW 39.06.020. The Contractor shall not substitute a listed
subcontractor without written permission of the City. If a listed subcontractor is unable to comply with any
requirements of the contract, the Contractor may be required to replace the subcontractor with an acceptable
subcontractor.
Equipment and supplies:
Contractor will provide all personnel, mobile equipment, supplies and transportation necessary to perform
these services.
Working Hours:
Allowable working hours shall typically be 7am-4:30pm. Hours beyond this shall be coordinated with the
Project Manager after award.
Optional Pre-Bid “Walk-Thru” Meeting and Site Tour
Friday, January 23, 2026, at 9:00 AM (PST). A pre-bid site tour will be held starting at Farrel-McWhirter
Park, 19545 Redmond Road, Redmond, WA 98053. The tour will then proceed to the other park
locations. Bidders are responsible for their own transportation.
Attendance is not required to bid on this IFB, but all interested parties must register in advance so that we

Bidders may ask questions or receive clarification on any portion of this IFB by participating in this pre-bid
meeting with City staff.
Notice regarding non escorted site visits:
If you or your staff visits the site to prepare proposals/reports, please stay on public pathways. Do not enter
private property or staff only areas.
Project Schedule:
Work is to commence as soon as weather conditions permit, and all work would be completed before
November 1, 2026.
Please provide a work schedule with your bid to allow for adequate notification and staff scheduling during
the performance of this work. The work schedule is to include all proposed major milestones. Actual work
schedule shall be confirmed at the time of order placement. Note Farrel-McWhirter Park hosts summer
camps spanning June 22nd August 21st, and painting should be scheduled outside of these dates for less
disruption.

The City has a budget of $165,000 for this for this work including all prevailing wage, taxes, and fees,

Bid Requirements & Format
All costs for developing responses to this IFB are the obligation of the bidder and are not chargeable to the
City. The bidder must bear all costs associated with the preparation of the bid and of any oral presentation
requested by the City. All responses will become property of the City and will not be returned. Bids must
include all information requested and meet all specifications and requirements outlined in this IFB. Bids will
be evaluated based upon the information submitted.
