2. Instructions to Proposers
2.1 General
Tuolumne Utilities District (TUD) is soliciting proposals for furnishing a packaged inclined plate settler
and associated chemical mixing equipment system. Proposers shall submit two complete proposal
alternatives:
Alternative A: Complete system with a design flow of 140 gpm.
Alternative B: Complete system with a design flow of 235 gpm.
Each alternative shall include all equipment, chemical mixing systems, accessories, documentation,
factory testing, startup assistance, operator training, and warranty services necessary to provide a
complete and operable system.
2.2 Project overview
The Sierra Pines Regional Water Treatment Facility (SPRWTF) is being constructed to provide potable
water to the service area located in the unincorporated areas of Tuolumne County. The ultimate
buildout capacity of the facility is planned to occur in phases. The initial facility (Phase 1) will provide an
installed treatment capacity of approximately 3 million gallons per day (MGD). Future expansions are
anticipated to increase the installed treatment capacity to approximately 4 MGD (Phase 2) and 5 MGD
(Phase 3).
The District is evaluating whether to furnish the plate settler initially for the Phase 1 operating condition
or to furnish the larger system anticipated for the ultimate facility condition. The two proposal
alternatives will allow the District to compare the cost, footprint, operating characteristics, maintenance
requirements, and lifecycle implications of the two capacities.
2.3 Proposal Alternatives and Design Capacities
The plate settler system procured under this Contract shall support the phased development of the
treatment facility. The system shall be designed such that it can accommodate both Phase 1 and Phase 3
as shown in the table below.
Associated Plant Capacity (MGD)
Number of 1 MGD Filter Units
Design Flow Rate (gpm)
Alternative A

140
Alternative B

235
Alternative A shall be designed to treat 140 gpm, while Alternative B shall be designed to treat 235 gpm.
The District estimates that the plate settler will operate intermittently for an average of approximately
16 hours per day. Each system shall be capable of fully automatic intermittent operation in accordance
with the requirements of Section 2.5. The District estimates that a minimum flow rate of 94 gpm for
Alternative A, and 156 gpm for Alternative B would be required if the plate settler were to run 24 hours
