Description:
The PA Game Commission (PGC), Bureau of Wildlife Protection (BWP) is issuing an Invitation for Bid (IFB) to procure the services of a vendor to upfit four (4) 8.5 x 20 Aluminum Enclosed Car Trailers – Aluminum Wheels to contain telecommunications components and to serve as Law Enforcement Command Centers for Regional and Statewide use. Interested bidders must read and acknowledge their ability to install the outlined components below corresponding with the provided interior and exterior trailer plans and deliver a finalized product within the designated time frame. Bidders please note, that bid submissions for this project must include the total cost of the trailer including, but not limited to, applicable set-up fees, delivery costs, etc., which may alter the final cost of the bid.

Upfit Installation Component Specs:
The following components are to be installed by the winning bidder into the four (4) agency-provided ATC trailers. No substitutions will be accepted, the only bid that will be accepted, and awarded, is to the lowest responsible bidder capable of delivering a product that matches the listed Specifications above and meets the Terms of Contract listed below.

Upfit ATC Trailer Components
•        Electric Leveling Hitch Jack
•        2 Workstations w/ Task Chairs
•        2-110v/ USB, 2-CAT6 at each workstation.
•        Aluminum cabinets w/ dry-erase surfaces.
•        High-impact laminate countertops.
•        SMOOTH FRP interior walls and ceiling, remove existing 3/8” plywood walls. Insulates between studs and replaces walls with ¾” OSB. Add insulation to ceiling and install ½ plywood and smooth fiberglass ceiling panels.
•        Raised coin flooring (Gray)
•        Install agency-supplied Booster Cell Antenna and Brackets.
•        Install approx. (10) 110v outlets throughout the trailer. Amount and location to be determined upon the submission of finalized trailer design by the winning bidder.
•        One (1) High-capacity 13,500 btu heat pump.
•        Two (2) 1,000w electric wall heaters.
•        Onan 8KW Generator fuel tank, remote start, and automatic transfer switch.
•        White LED ceiling and under overhead lights.
•        Electric awning (8x16’).
•        Install agency-supplied TVs, vendor supply HDMI cables for connection and set-up.
•        Four (4) LED scene lights (2RS, 2 CS)
•        Install 28’ pocket door between the two rooms.
•        Remove existing entrance door and replace with entrance door with screen door.
•        Coat and seal rear ramp door.
•        Install 30’ of Etrack in rear compartment.
•        Install treadplate wall liner about 24” above floor in rear room.
•        Install green strobe light on roof.

TERMS OF CONTRACT: The terms of contract will commence on the Effective Date of the fully executed purchase order following the IFB being awarded, which will be no sooner than October 1, 2024. Once awarded, the Vendor is to have the requested the first of four trailers upfitted and available to be picked up by the Pennsylvania Game Commission Harrisburg Headquarters, along with the Certificates of Origin for the trailer within ninety (90) working days of the Bid being awarded; with the remaining three (3) trailers to be completed within acceptance of final product dependent upon visual inspection and approval of the Project Manager, Lieutenant Colonel Mark Rutkowski. Invoices for payment are to be submitted to both the Project Manager via email at mrutkowski@pa.gov; and the Pennsylvania Dept of Budget, either by email at 69180@pa.gov, or by mail at Commonwealth of Pennsylvania, PO Box 69180, Harrisburg, PA 17106 with remittance of payment by the PGC to be expected within thirty (30) business days following the acceptance and receipt of final product.
