The U.S. Army Corps of Engineers (USACE), Portland District, intends to issue a Request for Proposals (RFP) for the repair and refurbishment of two (2) Generator Step-Up (GSU) power transformers (T10 and T9), with an option for repair and refurbishment of a third transformer (T11), located at The Dalles Dam in The Dalles, Oregon.



The Government intends to award one Firm-Fixed-Price construction contract utilizing a Best Value Tradeoff source selection process.



The Government is seeking qualified contractors with demonstrated experience performing inspection, repair, refurbishment, oil processing, testing, and return-to-service activities for large Class II oil-filled power transformers rated at or above 230 kV and 100 MVA. Experience performing similar work at hydroelectric generation facilities, utility substations, or comparable high-voltage industrial power facilities is highly desirable.



The work generally consists of furnishing all labor, supervision, equipment, materials, transportation, testing, engineering support, and incidental services necessary to inspect, repair, refurbish, test, and return to reliable operational service existing Generator Step-Up (GSU) power transformers.



The transformers are General Electric three-phase GSU transformers manufactured in 1973 with the following characteristics:




  • Voltage Rating: 230 kV Grounded Wye / 13.2 kV Delta

  • Capacity Rating: 208 MVA

  • Cooling Class: FOA

  • Insulating Oil Quantity: Approximately 14,600 gallons

  • Transformer Type: Class II oil-filled power transformers



The project was developed following previous transformer failures and forensic investigations that identified deterioration and failure of high-voltage neutral conductor components. The repair effort is intended to restore transformer reliability and extend operational life.



The work includes, but is not limited to:




  • Internal inspection of existing transformers and preparation of detailed inspection and repair reports.

  • Engineering evaluation of transformer condition and recommended repair actions.

  • Repair and refurbishment of Class II oil-filled GSU transformers rated at or above 230 kV and 100 MVA.

  • Removal, inspection, repair, replacement, and reinstallation of high-voltage and low-voltage bushings.

  • Removal and reinstallation of transformer-mounted devices and accessories.

  • Replacement of gaskets and repair or replacement of internal transformer conductors as required.

  • Evaluation of transformer windings, connections, terminals, and insulation systems for evidence of overheating, deterioration, burns, discoloration, or deposits.

  • Transformer oil draining, temporary storage, containment, disposal, vacuum processing, hot-oil filling, and installation of new insulating oil.

  • Transformer electrical and oil testing before and after repair activities, including insulation resistance, power factor, winding resistance, turns ratio, bushing power factor, leakage reactance testing, and Sweep Frequency Response Analysis (SFRA).

  • Preparation of test reports and documentation required to demonstrate successful completion of repair activities.

  • Optional replacement of oil cooling pump isolation valves.

  • Optional repair and refurbishment of Generator Step-Up Transformer T11.



At the Contractor's discretion, transformers may be transported to an off-site repair facility for inspection and refurbishment. If the Contractor selects this approach, the Contractor shall be responsible for all transportation, rigging, logistics, environmental compliance, security, and restoration requirements associated with movement of the equipment.

The anticipated period of performance will be identified in the solicitation.



Performance and Payment Bonds will be required as applicable in accordance with the solicitation requirements.



Applicable wage determinations and labor requirements will be incorporated into the solicitation, as applicable.



A site visit is anticipated following issuance of the solicitation. Site visit information, registration requirements, and access procedures will be provided in the solicitation.



This project will be performed within an operating federal hydroelectric facility. Contractor personnel shall comply with all applicable safety, security, environmental, and operational requirements identified in the solicitation documents.



The solicitation, specifications, drawings, and amendments will be made available electronically through SAM.gov. Interested parties are responsible for monitoring SAM.gov for solicitation updates.
