The effects of the August 2023 wildfire impacted the State of Hawaii causing widespread damage throughout large portions of the State. On August 10, 2023, President Biden issued a Major Disaster Declaration for Hawaii, designated as FEMA-DR-4724-HI, that authorized Individual Assistance (IA) for one (1) county in the State after the wildfire devastated State infrastructure in the impacted county. The event exceeded State and local resource capacity. In response to this disaster, the Federal Emergency Management Agency (FEMA) is entrusted with procuring group site housing units for Purchase, Install, Maintenance, and Deactivation for those affected. For purposes of this RFI, FEMA calls these units Alternate Transportable Temporary Housing Units (ATTHUs). On December 09, 2023, the direct housing mission was approved for the following county: Maui. Other Hawaii counties may be added and included in the future. All direct housing options are authorized under Section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act as amended (Stafford Act).
