Description
**Attention PLEASE READ ALL OF THE FOLLOWING**Revisions have been made to the Statement of Work since the last notification that posted on SAM under ID N3904025RCPNSY400T4297. The number of laborers has decreased by two (2) from twenty (20) to eighteen (18). Labor hours, the hours have been adjusted. Overtime Hours, the overtime hours for Laborers is listed as 50% with Supervisors at 100%. This is not expected to be exact. This was calculated using a formula from previous contracts to satisfy the need for Supervisors meeting the standards set forth in the Statement of Work, and provide the ability to supervise multiple laborers doing overtime on separate days. The requirement for Supervisors to have the same qualifications and certifications as laborers has been revised and the request for Supervisors to possess and active C-7 or NAVSEA equivelant has been change to only requiring supervisor to have taken the C-7 Certification or NAVSEA equivalent previously. Documentation of this still must be provided. **Documentation note**- As mentioned in the previous special notices **ALL PROPOSALS SHALL BE SUBMITTED THROUGH PIEE SOLICITATION MODULE **THIS IS THE ONLY AUTHORIZED METHOD OF SUBMISSION**. Use the instructions that are located here: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf.(INSTRUCTION IS LOCATED IN THE RFP IN SECTIONS L AND M)-RESUMES SHALL LIST DATES USING BOTH MONTHS AND YEARS.- Resumes shall clearly demonstrate that the Staff possesses the qualifications and experience required for their designated positions. Note, Resumes for Tradesperson must reflect the experience required under the requested Trade SOW 9.3.1.2. Resumes for On-Site Supervisors must reflect the same experience, training, and qualifications as the Tradesperson with the exception of SSPC C-7 or NAVSEA-approved equivalent. On-Site Supervisors do not need to hold an active SSPC C-7 or NAVSEA-approved equivalent but must have been certified previously (Contractor must specify and provide SOW 3.5.2) and five (5) years experience supervising that Trade (SOW 9.1.2.3.1). --**These periods of experience cannot overlap.** - The resume for the Program Manager shall reflect the experience in SOW 9.1.2.2.1.- Offerors shall submit three (3) Past Performance references, using the Past Performance Information Form (Attachment 4) or another format with the same content. These Past Performance references may describe an Offerors experience as either a prime or subcontractor. If any proposed subcontractor or teaming partner will perform more than 20% of the total contract effort (i.e., Man Hours), the Offeror shall submit at least one (1) Past Performance reference for each proposed subcontractor or teaming partner. Offerors shall ensure the information provided identifies how the Past Performance reference is relevant to the requirements in the solicitation.
