SERVICES FOR IMPACT FEES STUDY

Santa Fe County requests proposals from qualified vendors or firms to provide qualified
consultants to prepare and implement an Impact Fees Study. All proposals submitted shall be
valid for ninety (90) days subject to action by the County. Santa Fe County reserves the right to
reject any and all proposals in part or in whole. A completed proposal shall be submitted in a sealed
container indicating the proposal title and number along with the Offeror's name and address
clearly marked on the outside of the container. All proposals must be received by 2:00PM on
Tuesday, December 30, 2025, at the Santa Fe County Purchasing Division, 102 Grant Avenue,
(First Floor), Santa Fe, NM 87501. The submission of Proposals will also be accepted

II. INTRODUCTION
A. PURPOSE OF THIS REQUEST FOR PROPOSAL
The County is seeking a consultant to prepare three studies that are required for the Board
of County Commissioners (BCC) to consider an amendment to Ordinance 1995-04
Imposing Fire and Rescue Impact Fees. These studies are to help formulate the Land Use
Assumptions, Impact Fee Capital Improvement Plans and, the Nexus Study, all collectively
referred to in this Request for Proposal as the “Impact Fee Studies”.
B. BACKGROUND
The overall purpose of the Impact Fee Studies are to project the estimated demand for
various types of development in Santa Fe County for the following five years, determine
the capital improvements that are necessary to support the anticipated development, and
recommend an impact fee for each type of development so the impact of the new
development does not exceed the minimum level of service (LOS) for each type of capital
improvement within the designated service area. Each study must be completed according
to the requirements of the State of New Mexico Development Fees Act. The types of capital
improvements to be considered in the Impact Fee Studies are:
1. Water supply and delivery
2. Wastewater collection and treatment
3. Storm drainage facilities
4. Roads, bridges, bus bays, right of ways, traffic signals, and landscaping
5. Bicycle and pedestrian paths
6. Parks and open space
7. Fire, police and rescue services and essential equipment
The Board of County Commissioners (BCC) adopted Ordinance 1995-04 (Exhibit A) in
1995, imposing an impact fee exclusively for fire and emergency services. Since its
adoption, the ordinance has not been amended. Pursuant to the Development Fees Act, the
BCC appointed citizens to serve on the Capital Improvements Advisory Committee
(CIAC), whose primary role is to provide recommendations to the BCC regarding
Ordinance 1995-04 and any proposed amendments.
In 2015, the BCC adopted the Sustainable Growth Management Plan (SGMP) as the
County’s General Plan. The SGMP states the overall purpose of an impact fee ordinance:
“The goal of an impact fee program is to equitably distribute the costs of serving new
development while achieving sufficiency of capital improvement revenues.”
On October 10, 2023, through Resolution 2023-05 (Exhibit B), the BCC determined it
would not pursue amendments to Ordinance 1995-04 for an additional five years, at which
time reconsideration will again be required. Subsequently, in May 2025, the BCC approved
