Summary

The City of Portsmouth is seeking bidders to respond to Elwyn Road Drainage Improvements Project . Bids are to be submitted via the City's e-Procurement Portal via https://procurement.opengov.com/portal/cityofportsmouth . Bids will be accepted until 2:00 pm on Thursday, September 11, 2025 .

Project work includes construction of stormwater, water and sewer utilities as well as paving, road reconstruction and other associated tasks.

Background

The existing stormwater infrastructure along Elwyn Road, between Edgewood Road and Taft Road, consists of corrugated metal pipe (CMP) and is in need of replacement. Additionally, portions of the water utility infrastructure along Elwyn Road and Grant Avenue require upgrades.
