This letter is to advise all prospective bidders of the following contract addendum:
Proposal Changes:
• Revised Structure project special provisions to clarify that the Temporary Structure is to be
purchased from the supplier and the extent of the Contractor’s maintenance and inspection
responsibilities of the Temporary Structure.
• Replaced the DM00515 Proposal document on the Division 13 Letting page with the revised
proposal document DM00515 Proposal_Addendum 1.
This addendum does not affect the bid form and acknowledgement of the addendum on Bid
Express is not required.
Additional Contactor Questions Answered:
• Is the temporary bridge to be paid for by DOT?
Purchase of the temporary bridge is the responsibility of the contractor. The bridge will be paid
for at the contract Lump Sum for Construction and Maintenance of Temporary Structure at Sta.
___.
• Is rental of the prefabricated modular truss panel bridge an option?
The agreement with the City of Asheville is to purchase in full the temporary structure. It will
become their property after acceptance by the Department.

• During the first sentence of Construction and maintenance of Temporary Structure it says
in parentheses “approaches are not part of this provision”. There is also not a pay item
for constructing an approach fill. Is the intent of LI 64, for the contractor to provide an
approach fill for the temporary structure?
The intent is for the contractor to construct the approach fill for the temporary structure.
Approach fill would be considered part of LI 04 (Grading). This provision has been in
use for quite some time, including the “approaches are not part of this provision”
statement. We historically have not included a pay item for approaches on temporary
bridges.
• Is the Contractor are responsible for the design of the interior bent and end bents?
Yes, the contractor will need to obtain signed/sealed drawings for the bents once the
temporary structure has been selected and approved.
• Could you clarify our inspection requirements? The second to last paragraph of
Construction and maintenance of Temporary Structure states that the manufacturer has to
inspect at certain intervals but if immediately after installation it becomes property of the
City, am I suppose to cover the contractual warranty period or does this period extend
until the bridge is to be removed? Typically the manufacturer charges each time out to
the jobsite. Are we required to complete routine maintenance as in other projects that
require temporary bridges? If so, what is the duration?
The intent is for the contractor to provide inspections and conduct any safety or stability
repairs through the 12 month warranty period. After that the City of Asheville will be
responsible for continued inspections and coordinating any repairs. The Structure PSP
has been revised to reflect the intent.
• A work pad is shown in the proposal for a temporary bent, but no access to the work pad
is detailed or appears to be allowed.
Access is provided from Azalea Rd via temporary pipe crossing of the jurisdictional
stream. See structure 401 and 402 locations.
• In the permit, there is a temporary work pad called out around the mid point of the
bridge. If I elect to install some substructure at that point, is that considered temporary
since it will be removed at some point when the permanent structure is built?
This contract is solely for the construction of the temporary bridge. All substructure
components associated with the temporary bridge will be considered “permanent” for the
duration of this contract. The City of Asheville be responsible for the removal of all
components of the temporary structure once the permanent structure has been completed
under a separate contract. Any temporary work pad used to construct the temporary
structure under this contract shall be removed.

• Any update on the notes to Contractor detailed on G-35?
The commitments listed on page G-35 are from the green sheets. No indication of impacts to any
species has been given. This can be further discussed during the pre-construction meeting.
