PROJECT DESCRIPTION:
Subcontractor Bids are requested for the Lower Level Renovations to the Phoebe Terrace Apartment Building Located at 1940 Turner Street Allentown, PA 18104 to include a complete demolition and interior excavation of the lower level and provide new common area corridors, community room, activity room, social lounge, fitness center, offices, toilet rooms, employee break room, maintenance office and building storage.

As of August 5, 2025, Bidders may obtain and download at no charge/ cost, the electronic files of the bidding documents on PennBid at https://pennbid.bonfirehub.com.
Bidding documents must be secured directly from PennBid. Questions regarding this project shall be submitted electronically via the “Ask a Question” feature in PennBid no later than the date and time indicated. Responses to questions which require an addendum or changes to the Bidding Documents will be issued via a Public Notice and posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
Non-mandatory bidder’s pre-bid meeting/ site visits will be held from September 2nd thru September 15, 2025. Exact time and days to be determined. Attendance is highly recommended.
This Project will be subject to a RACP guidelines – see requirements contained in list of Contract Documents attachment.
Bids must be made on standard Proposal Forms in a manner designated thereon and required and included in the Bidding Documents and Bid Package.
Each of the Bids must be accompanied by those documents and materials described in the Proposal Checklist provided in the Bid Package.
Bidders on this Work shall comply with and know that this project is subject to Pennsylvania Prevailing Wage labor rates, certified payrolls, Trade Practices Act (Steel and Aluminum), PA Steel Products Procurement Act, Payment and Performance Bonds, and other items as set forth in the project manual.
Upon receipt and opening of the bids Trilogy Construction Management Inc reserves the right to hold the Bids before making an award. Trilogy Construction Management Inc reserves the right to reject any or all Bids, with or without cause, or to waive or permit cure of any minor deficiency or irregularity.
