This is a combined synopsis and solicitation for commercial items prepared in accordance with format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.



Request for Quotation (RFQ) number is N6660425Q0003. This requirement is being solicited as unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 513120. The Small Business Size Standard is 1,000 employees. The Product Supply Code (PSC) is 7630.





This requirement is for annual subscription service to provide online access to specific technical and scientific journals (see brand name specification below); no substitutions will be allowed.



Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase, on a Firm Fixed Price (FFP) basis, for the brand name items listed below: Required delivery is F.O.B. Destination, Naval Station Newport, RI, 02841-1708.

Offeror shall complete and submit Federal Acquisition Regulations (FAR) Provision 52.204-24 ‘Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment’ (AUG 2020), which is included as an attachment to the solicitation or be certified in Certs and Reps on SAM.



F.O.B. Destination, Newport, RI 02841-1708. The Offeror shall include shipping charges, if applicable and separately priced, and specify best delivery lead times in its quote.

Brand Name Justification:





The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is a Naval research



activity operating under the direction of the Commander, Naval Sea Systems Command



(NAVSEA). The installation provides research, development, test and evaluation, engineering,



analysis, and assessment, as well as Fleet support capabilities for naval warfare. Through its



Warfare Center Research Commons, NUWCDIVNPT provides library and information services



to Navy scientists and engineers. The Research Commons provides centralized access to



subscription content which includes online access to leading scientific journals published by



John Wiley & Sons, Inc.





Warfare Center Research Commons’ researchers need ready access to scientific research to



support mission requirements, including the design, development, testing, and evaluation of



national defense technologies. John Wiley & Sons, Inc. publishes certain leading academic



journals that contain the latest, best-available science in these key areas. Research Commons’



researchers continually consult and reference these journals to support and advance their work,



and subsequently require online access to this scientific content.





Like most academic publishers, John Wiley & Sons, Inc. holds exclusive copyrights to the



research content in the journals that it publishes. Without access to this content, Navy



researchers would be slow to learn about – or even ignorant of – the latest scientific and



technical developments in key areas. We researched two leading academic database providers,



ProQuest and EBSCO, which aggregate and provide access to content from numerous publishers, to determine whether they might also provide access this content. While they do include some



Wiley journals in their databases through their own licenses with John Wiley & Sons, they do



not include all of the required journals. John Wiley & Sons, Inc. is the only source available to provide online access to the necessary resources for all coverage years.





In addition to full, online access to the aforementioned journals, the subscription is required to meet the following criteria:






  1. Desktop: The contractor’s services shall be fully compliant with Navy/Marine Corps Intranet (NMCI) operational requirements and networking structure. The services shall be desktop capable, requiring no client software.

  2. Access: The service shall be accessible via a high speed internet connection on Government owned computers. It shall be accessible via Google Chrome, Mozilla Firefox, or Microsoft Edge browsers. Users shall be able to access the subscription via OpenAthens federated authentication. Users shall be able to download and print copies of articles.

  3. Usage Reports: The contractor shall provide Counting Online Usage of Networked Electronic Resources (COUNTER)-compliant usage statistics, aggregated on a monthly basis. Library staff shall be able to access and download usage statistics on demand.

  4. Technical Support: The contractor shall provide toll free telephone and online technical support Monday through Friday, 8:30am – 4:30pm.





Based on the above, it is not reasonable to conclude the potential savings from competition can offset the significant duplicative cost and schedule and mission impact associated with purchasing a new brand name product. Therefore, it is in the best interest of the Government to solicit and award this requirement on a brand name only basis.





Additional terms and conditions:



In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more. If UID applies, payment will be via Wide Area Workflow (WAWF). If UID does not apply, and if there are no surcharges, the Government’s preferred payment method is via credit card.

Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM) prior to award. Instructions for registration are available on the website.



The Government intends to award a single FFP Purchase Order to the eligible and responsible offeror on a Lowest Price, Technically Acceptable basis.



In order to be determined technically acceptable the offeror shall:




  1. Quote the Brand Name specified in their required quantities. The offeror shall submit detailed specs with quote;

  2. Provide reconditioned material to include 6 month part and labor warranty.
