Title: Highway Construction Skills Training Services

Bid Synopsis: The Wisconsin Department of Transportation (WisDOT), through the Department’s Purchasing Unit (Purchasing), intends to utilize the results of this procurement to establish Contracts with multiple Contractors, who can provide year-round training services that are focused on skills and certifications associated within the highway construction workforce development and career enhancement industry. The training services will be utilized in conjunction with the WisDOT Highway Construction Skills Training (HCST) program. The program is dedicated to providing training in construction related skills and opportunities to those persons and groups that are interested in a career in the construction industry, with the graduates of program to obtain job placement in the highway construction industry.

The awarded Contractor(s) will provide year-round training and administration of the program in the Region(s) they have been awarded. The intent is to award one Contractor per Region, in which there will be 5 Regions located throughout the State of Wisconsin (Reference Attachment A as posted to the Event as part of the RFP documents). HCST is a six-week, intensive training program that prepares workers for careers in the road construction industry. Examples of training curriculum that a participant is required to would benefit a participant:
•        Overview of the Construction Industry, basic construction terminology, reading and interpreting blueprint and highway construction project plans, jobsite configuration and road construction processes, traffic awareness and Flagging certification.
•        Apprenticeship exam for highway construction worker preparation, encompassing Academic Assessments, based on the highway construction industry mathematics: basic arithmetic, algebra, geometry, reading comprehension skills that would be utilized in interpreting blueprints, measurements and project-related documents.
•        Construction related safety knowledge training to include OSHA standards, hazard identification, proper use of personal protective equipment (PPE), and emergency procedures including first aid and CPR.
•        Equipment and hand tool safety, including tool identification, usage, and proper operation.
•        Rigging, cargo and equipment restraint techniques.
•        Commercial Driver’s License (CDL) instruction and preparation for CDL exam for Classes B, A, Hazmat endorsement, etc.
•        Resume and job application workshop on how to build a strong resume, writing a cover letter, applying for a job, and how to prepare for an interview.

The Contractor will also be responsible for recruiting, mentoring and tracking job seeker inquiries, participants entering and completing the program, and job placement of those participating in the HCST program.

NOTE: THERE WILL BE A VIRTUAL PROPOSAL INFORMATIONAL MEETING ON THURSDAY, DECEMBER 4, 2025, AT 3:00 P.M. Attendance is not mandatory to submit a Proposal response. Questions received at this meeting will be documented and answered at the meeting, then included in the 1st round of Questions and Answers response. Refer to Section 3 of the RFP document for instructions on how to attend.
