The Juvenile Justice Coordinating Council (JJCC) and the Solano County Probation Department, as approved by the JJCC, invite proposals from highly qualified agencies to provide prevention services for at-promise and justice-involved youth in Solano County.
The Solano County Probation Department, on behalf of the JJCC, seeks proposals to support grant-funded programs addressing critical needs of at-promise youth in the county. The JJCC has allocated up to $50,000 per year for three (3) years, awarding up to three (3) grants to selected providers.
Eligible applicants include non-profit organizations, for-profit organizations, and government entities. However, departments within the County of Solano are not eligible to apply, as funding is designated for community-based initiatives.
The Juvenile Justice Crime Prevention Act (JJCPA) was established under the Crime Prevention Act of 2000 to provide funding for local programs aimed at reducing crime and delinquency among at-promise youth. Juvenile diversion serves as a key intervention strategy, redirecting youth from formal processing within the juvenile justice system while still holding them accountable for their actions. Additionally, prevention services offer essential support and early interventions to help youth avoid arrests, citations, or entry into the juvenile justice system.
As outlined in the Comprehensive Multiagency Juvenile Justice Plan (CMJJP), the Juvenile Justice Coordinating Council (JJCC) has identified four critical areas of need for at-promise youth in Solano County:
In response to these needs, the JJCPA has allocated grant funds to support prevention and supportive services. This Request for Proposal (RFP) seeks youth and family programs that foster resiliency, promote pro-social behavior and emotional well-being, and align with the 40 Developmental Assets for Youth. The ultimate goal of these programs is to prevent at-promise youth from entering the formal juvenile justice system.
Through this RFP process, up to three (3) community-based organizations (CBO's) will be selected to provide services that meet the needs of Solano County youth and families. All services must be delivered within Solano County.
The JJCC's mission is to develop a comprehensive multiagency plan that outlines strategies and resources for prevention, early intervention, supervision, treatment, and incarceration of youth. In April 2023, the JJCC approved the release of funds to community-based organizations to expand prevention services for at-promise youth in Solano County.
