Description
Expression of Interest Sought
This is not a Solicitation for Offer, nor is this a Request for Proposal.
The U.S. Government currently occupies office and related space in a building under lease in Atlanta, GA that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government, will consider, among other things, the availability of alternative space that potentially can satisfy the Government s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The above item will be considered when deciding whether it should relocate or pursue a sole-source acquisition.
The NAICS Code is 531120, Lessors of Nonresidential Buildings (except Mini warehouses) that are not used as residences or dwellings. Included in this industry are: (1) owner-lessors of nonresidential buildings; (2) establishments renting real estate and then acting as lessors in subleasing it to others; and (3) establishments providing full-service office space, whether on a lease or service contract basis The Department of Veterans Affairs (VA) currently desires 4,359 Net Usable square feet space in Birmingham, AL area for a clinical space for a VA Clinic. The space can be provided by new construction or modification of suitable existing space that best suits the Government and cost. The VA seeks a full-service lease (i.e., all utility, janitorial services, taxes, Cable TV and maintenance costs are to be included in the lease rate). The current lease agreement is due to expire April 30, 2026.
The offered building must be located within the delineated area following boundaries:

Offerors must provide evidence that properties are outside the 100-year flood plain.
VA staff will conduct a market survey on suitable properties being offered for lease. The lease term requirement is for Ten (10) years, Five (5) years firm and the space must be available for occupancy by May 1, 2026. The VA seeks a full-service lease (all utility, services, maintenance costs included in rent). On-site parking for a minimum of 24 vehicles is required, and 24 spaces shall be designated for government use in accordance with the VA s Barrier Free Design Guide (PG-18-13) In addition to on-site, secure, illuminated parking.
The VA seeks a modified gross lease that includes, but not limited to the following:
Heating system maintenance and repair Electrical system maintenance and repair
Plumbing maintenance and repair All Utilities: Electricity, Heat, Sewer, Water, Real Estate Taxes, Landscaping, Window cleaning Common area supplies, Garbage removal Snow removal, Pest control, Lawn Sprinkler, Common area maintenance Site lighting, Insurance Alarm System.
Only space that is identified as economically advantageous to the Government will be considered relative to relocation, potential build out and/or rent. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. A cost comparison will be performed in relation to the expenses incurred at the current location.
VA makes monthly lease rental payments in arrears upon facility acceptance and may elect to make a single lump-sum payment or amortize over the course of the firm term for specified tenant improvements. VA makes no progress payments during the design or construction/build-out phases of the project.
This is not a request for proposals, only a request for information for planning purposes, and does not constitute a solicitation. A solicitation may or may not be issued. This notice is being published in accordance with Federal Acquisition Regulation 19.14 and VA Acquisition Regulation 819.70
Expressions of interest must be submitted in writing and should include building name, address and age; net usable square footage available; location of the space within the building; date of space availability to commence tenant improvements; CAD as built floor plans identifying the space offered; parking ratios; loading dock specifications; proximity to public transportation; and information on building ownership. (Note: The VA will pay no more than the appraised fair market rental value for space. Usable square footage does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code).
