HERE IS THE RESPONSE FROM THE PROGRAM: QUESTIONS AND ANSWERS

1 Please clarify the definition of “LT” in the Schedule of Supplies and Services. Does LT represent one hour of recorded audio/video? If not, please provide the official definition for pricing purposes.

LT was a typo should have been EACH

2 Please confirm whether Spanish-to-English translation will be required for entire interviews, only segments, or as transcription plus translation. Should translated content be delivered as English-only, dual language, or timecoded translation?

- This is a rare circumstance as all employees can speak English. All translated material should be in English.

3 "To accurately size the effort and determine the appropriate staffing model, could the Government clarify the expected workload, including:

whether languages beyond English or Spanish may be required, and answered above

the approximate volume associated with each language if applicable?" answered above

4 Could the Government provide the typical duration of an interview and the historical range (shortest and longest recordings)? Oral response typically lasts between 45 to 60 minutes. There are instances it could be longer; however, that is rare.

5 How many interviews, on average, fall under the 1-day, 3-day, and 10-day turnaround categories, and what is the historical frequency of expedited 3-day requests?

1 to 3 day turnaround is a rush, and it would be typically 5 percent. 7 to 10 day turn around is 95%.

6 Please confirm the full list of media types expected, including digital audio, digital video, cassette tapes, micro-cassettes, compact discs, and VHS tapes. Are additional legacy formats anticipated?

The only format we have currently for recording is with a digital audio. MPEG

7 For legacy media formats such as VHS or cassette, will USMS provide playback devices, or must the contractor supply and maintain functional playback hardware?

The only format we have currently for recording is with a digital audio. MPEG

8 Please confirm whether audio may include background noise, overlapping speakers, or low-quality sources, and whether the hourly pricing must remain flat regardless of difficulty.

The recordings are either in a conference room, over the phone, or over Microsoft Teams with no background noise. The transcription should include if there are noise/sounds. The price should remain flat.

9 What tools and technologies are currently in place for these transcription services, and does the Government have any preferred or recommended tools or technologies that the contractor should plan to use or integrate with?

We have to secure zip file and with password protection.

10 Regarding the required contractor-provided secure FTP solution: may this solution be cloud‑hosted, and must it obtain an ATO or specific DOJ security approvals?

ITD and OPR-IA needs to respond to these security questions.

11 Please confirm whether only transcripts must be stored for six months, or whether original audio must also be retained. Should purge notices list each case or a batch summary?

ITD and OPR-IA needs to respond to these security questions.

12 For personnel eligibility and planning purposes, please clarify whether U.S. Citizenship, U.S. Permanent Residency, or an existing security clearance is required for individuals performing transcription and translation services under this contract. Additionally, are there any specific minimum background-screening criteria beyond the HACI investigation that contractor personnel must meet?

ITD and OPR-IA needs to respond to these security questions.

13 Will GFE be provided by the agency for this work or contractor will be his own systems?

ITD and OPR-IA needs to respond to these security questions.

How often does translation occur in the 10 monthly transcripts estimated for the U.S. Marshals Service?

Right now, we are averaging 60 to 65 per year.

QUESTIONS AND ANSWERS: IS CLOSED.
