Description: Project Background The Village of Rushville was recently awarded $50,000 in grant funds through a NYS EFC Engineering Planning Grant to complete a comprehensive sewer collection system study to assess inflow and infiltration issues. The Village is seeking to retain professional engineering services from a qualified firm with experience completing the study and preparing the engineering report for similar-type projects for similar-sized communities.
Project Description The Village needs a comprehensive sewer collection system study due to Inflow and Infiltration (I&I) issues. I&I during high rain events negatively impacts the ability to efficiently process wastewater at the wastewater treatment plant (WWTP). This additional flow (treating “clean water”) has caused a violation for influent flow violations. The Village was under Consent Order in 2017 for I&I issues and completed work to address the Order. Since then, additional issues have become prevalent in the collection system that need to be addressed. According to the new violation, the Village must submit a plan to the DEC to diagnose and remove sources of inflow and infiltration within the collection system. This project will focus on I&I within the system to recommend improvements to address the violation. The report will then be used to implement the project.
Request of Qualifications for Engineering Consultants The Village is seeking Statements of Qualifications from qualified engineering consultants to assist the Village in this project. The Village will select a firm and negotiate an engineering services contract to perform a study of the collection system, assess I&I issues and complete a preliminary engineering report based on NYS EFC guidelines. If your firm is interested in assisting the Village with this project, please provide the following information:
Method of Payment and Selection of Consultant All proposals will be reviewed by a selection committee. The selection of the engineering consultant will be based on the qualifications of the firm and the staff team to be assigned to the project. The Village anticipates using a lump sum contract. The Village will negotiate a fee for services with the preferred firm. If an agreement cannot be reached, the Village will meet with the firm rated second and will attempt to negotiate a mutually acceptable fee for the scope of services to be provided.

How to Respond to the RFQ Three hard copies of the RFQ are to be submitted to the address indicated below no later than 3:00 p.m. local time on October 27, 2025. The Village also requests that a pdf of the proposal be submitted via email to clerk@villageofrushville.org by the submittal deadline.

The Village reserves the right to conduct or waive interviews at its discretion depending upon the experience and qualifications received from each consultant. In addition, the Village may choose at its sole discretion to solicit separate qualifications and designate another consultant for any of the individual projects undertaken.
