***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing two Dual-Sensor Spectroradiometers. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Gigahertz-Optik, Inc. (110 Haverhill Rd Bldg B-STE 205, Amesbury, MA 01913-2123 U.S.) under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516.

The NIST Physical Measurement Laboratory (PML) Sensor Science Division (SSD) is developing new transfer-standard spectroradiometers for disseminating the spectral irradiance scale realized at Synchrotron Ultraviolet Radiation Facility (SURF) transferred to deuterium lamps. These spectroradiometers are required to have dual sensors, one for its spectroradiometer and the other for its broadband radiometer.

NIST has a need for a quantity of two dual-sensor spectroradiometers that meet or exceed the following draft minimum specifications:

1. Two (2) spectroradiometers with a minimum spectral range from 180 nm to 450 nm and a bandpass no larger than 1 nm.


2. Calibrated between 200 nm and 430 nm.


3. Dual-sensor design: a thermoelectric cooled back-thinned CCD array detector with at least 2048 pixels and a silicon photodiode detector with a temperature-controlled radiometric filter.


4. 16-bit analog to digital converter for the CCD array detector.


5. Stray light: 0.02 % or lower, plus software stray-light correction.


6. Input optic: on-housing irradiance probe (without using an optical fiber) with a cosine angular response quality index f2 no greater than 3 %.


7. Compact, weather-proof, temperature stabilized housing with dimension no larger than 110 mm x 110 mm x 55 mm (Length x Width x Height).


8. Built-in optical filter wheel with at least 2 positions


9. Electronic shutter with the minimum integration time range from 2 microseconds to 60 seconds.


10. Pre-aged components for stability over time.


11. Hardware trigger input port


12. Communication interfaces: USB, Ethernet, RS232, and RS485.


13. Software requirements: LabVIEW support, bandpass correction support, raw data support.


14. Include 1-year warranty

NIST conducted market research from December 2024 to February 2025 by performing internet searches; searches of GSA, FPDS, Thomas Register, and DSBS; and speaking with various companies to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only Gigahertz-Optik, Inc. (UEI: ZB94NEFQG8Y6) appears to be capable of meeting NIST’s requirements.
