Question 1



Will the Government have the floating roof legs set prior to the contractor’s arrival?



Answer 1



The floating roof legs will be set prior to contractor arrival.



Question 2



Under paragraph 4.1.4, the coatings are to be repaired IAW UFGS 09 97 13.27 and 09 97 13.17. Can these repairs be completed by a simple coating contractor without additional inspection or will a SSPC QS1 contractor with a SSPC QP5 inspector be required as listed by the UFGS specifications?

The repairs can be made without a QP5 or QS1 permitting the Contractor follows process within the coating specifications. Note that the specification requires a coatings plan to be submitted.



Question 3



CLIN 0004, Paragraphs 4.1.2, and 4.1.12, where will the fuel be transferred and what is the approximate distance? Is it preferable to accomplish this via vacuum truck or existing piping and pumps?



Answer 3



Base will empty the tank and turn over to the KTR for cleaning. Attachment B identifies residual fuel.



Question 4



Is electricity and water available on site for cleaning crew usage? If so, can you provide the utility rates



Answer 4



Yes, there is no charge.



Question 5



For the coating condition survey, please confirm that both tanks will have a coating condition survey requirement. Paragraph 4.1.4 under the API Internal heading references both an interior and exterior coating system survey; however, there is no requirement listed under the API external section.

If this project has externals on it the paint sampling is only required when completing an internal, at that time they take samples internally and externally.



Question 6



Will isolation kits be required for the new stainless steel manway hardware? If so, redrilling of the flanges and cover plates is likely required to accommodate the 3/4" bolts and kits.



Answer 6



We have never had anyone have to redrill holes for larger bolts/kits. Isolation kits are not required.





DLA-Energy has requested USACE to conduct one each Internal and External API inspections at Columbus AFB, MS to inspect facilities in accordance with all laws standards, federal regulations, as well as any state and local regulations and guidelines.
