Description: Stony Brook University Hospital intends to make an award under our discretionary authority, pursuant to NYS Education Law §355 (5) (a), which is up to $125,000.00 for the above noted commodity/product or service. A sealed bid will not be held. Interested vendors must contact the appropriately designated Hospital contact in this advertisement within 15 business days of this Advisement Notice. Stony Brook University Hospital is seeking the services of a HIPAA-compliant solution for sending emails to patients who have signed up for engagement communications (HRAs, newsletters, educational emails etc), which is essential for effectively nurture patient relationships, provide critical health information, or engage prospective patients while maintaining regulatory compliance. The vendor must accept and be compliant with Stony Brook University Hospital’s BAA, without exception . The solution must offer easy integration with third-party apps and EHRs through robust APIs. Must also offer 1) accommodating future needs such as multi-channel expansion (social push, app-based messaging, advanced analytics, and A/B testing, ideal for health systems or organizations looking to grow or consolidate their tech stack over time), 2) scalability (including accommodating future needs such as multi-channel expansion (social push, app-based messaging, advanced analytics, and A/B testing), 3) automation capabilities personalization (including SFMC’s Journey Builder enables automated email and SMS workflows based on patient behavior, preferences, and lifecycle stage an capability of integrating with EHR and CRM systems, allowing for dynamic segmentation and one-to-one personalization—critical for patient engagement and care reminders), and 4) segmentation features, security and native support for HIPAA compliance (BAA agreements and HIPAA-compliant hosting environments (especially via their Marketing Cloud Enterprise edition); a robust data encryption, access controls and audit trails ensure full alignment with healthcare regulatory standards; when implemented simply and correctly, it keeps PHI secure without overcomplicating the user experience). This procurement is subject to NYS Finance Law §139 J & K, the Lobbying Law. Vendors are cautioned, the only permissible contact for this procurement is the individual listed below. Failure to comply with this requirement can range from no award to debarment from sales to any NYS Agency. Successful vendor shall be required to complete and submit documents related to Vendor Responsibility, NYS Finance Law 139, NYS Tax Law Section 5-a, and valid/current NYS Workers Compensation and Disability Forms.
