Notice to Bidders: Selected bidders are invited to submit bids for Project as described in this

Document:

E. Project Description: This proposal is for the design, fabrication and delivery of one prefabricated

pedestrian bridge that will cross the Sunflower River, connecting the boardwalk on the east and

west banks. The project site will be included on Exhibit A, attached hereto. The approximate

dimensions of the bridge will be 8ft wide and approximately 80ft long. Supporting concrete bridge

abutments will be designed and constructed in a previous phase of work, and owner shall provide

all information relevant for coordination.

F. Tax-Exemption: The City of Clarksdale will be the purchasing entity for this material. The City of

Clarksdale is exempt from Taxes. Taxes should be excluded from cost of material.

G. Bids will be received for the following Work:

1. Design, engineering, development and construction of a pre-fabricated bridge.

Deliverables will include final stamped engineering plans and calculations. Manufacturer

submittals shall provide the support reaction loads, anchor bolt locations and critical

dimensions and data pertaining to the installation of the bridge on the foundations.

2. Procurement of pre-fabricated pedestrian bridge materials.

3. Delivery of prefabricated bridge to site location in Clarksdale MS. Bidder to provide as part

of bid a schedule for procurement and delivery of material. Proposed schedule will be used

to establish Contract Time in Contract with Bidder. Partial deliveries for portions of the

material are permitted.

4. Bidder shall provide Assembly and Installation Instructions for assembly and

lifting/erection. These instructions shall provide the owner with a step-by-step process

for assembling and installing the complete bridge.

H. General Design Requirements:

I. ALTERNATES

1. An amount proposed by bidders and stated on the Bid Form for certain work defined in the

bidding requirements that may be added to or deducted from the base bid amount if Owner

decides to accept a corresponding change either in the amount of construction to be

completed or in the products, materials, equipment, systems, or installation methods

described in the Bid Documents. Schedule of Alternates are as follows:

2. Alternate 1: FRP Decking

a. Base Bid: Provide prefabricated truss pedestrian bridge ready to receive 2x6 wood

decking. Decking to be furnished and installed by owner.

b. Add Alternate: Prepare prefabricated truss pedestrian bridge to receive FRP

decking. FRP decking to be furnished and delivered with the pedestrian bridge, and

to be installed by owner.

J. Selection Criteria: Subject to the clearance of all conditions and required information, a written

purchase contract will be awarded to the Bidder whose proposal is within the competitive range

and determined to be the most advantageous to the project, all factors considered.

1.2

BID SUBMITTAL AND OPENING

Owner will receive sealed bids until the bid time and date at the location indicated below. Owner

will only consider bids prepared in strict compliance with the Instructions to Bidders issued by

Owner, and delivered as follows:

The deadline for submission of sealed written bids is Friday, February 20, 2026 at 1:30 p.m.

Timely received bids will be opened and read aloud beginning at 2:00 p.m. on Friday, February

20, 2026 in the Office of the City Clerk located in the City Hall Clarksdale, MS.

Bids must be clearly identified as such on the front of the sealed envelope(s) in which the bid is

submitted. The words “SUNFLOWER RIVER WALK PEDESTRIAN BRIDGE

DESIGN/FABRICATION/DELIVERY” should be clearly written on the front of the envelope(s).

Responsibility for compliance with the instructions to Bidders and specifications and for timely

submission lies solely with the bidder. Bids not recorded by the City Clerk prior to 1:30 o’clock

p.m. on Friday, February 20, 2026 will not be opened or considered.

Interested bidders to be provided the following bid documents as part of this bid solicitation.

Additional clarification will be issued by Addendum to all invited parties within the timeframe of

TIME OF COMPLETION

Bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work

within time specified in their Bid proposal.

None required.

BID SUBMISSION

The following material is required for submission at the time designated for Bid opening:

All responses to Bid are to be provided on Bid Form.

Other documentation and information required, as determined at bid closing, shall be furnished by

the apparent qualified bidder no later than 10 days from Bid Time.
