Term Contract for Upstate Professional Construction Management Services
Description:

The New York Office of Parks, Recreation and Historic Preservation (OPRHP) is seeking to retain four (4) professional Construction Management / Administration teams to provide professional services on a term contracting basis for the Allegany, Genesee, Niagara (Western District), Central, Finger Lakes, Thousand Islands (Midstate District), Taconic, Palisades, Saratoga (Hudson District) State Park Regions.

Services to be Provided – Assignments (specific projects are not yet determined) will be on an as-needed basis may include any or all of the following:

Preconstruction Services: including but not limited to cost estimating, pre-construction testing services, constructability, and value engineering with special emphasis on developing successful bid strategies.

Construction Phase Services: including but not limited to management of the project, maintaining project budgets and schedules, managing submittals, managing project safety, construction inspection and testing services, and updating/maintaining a set of as-built plans.

Post-Construction Phase Services: including but not limited to project close-out including compiling and submitting as-built plans and operations and maintenance manuals, claims negotiation, and settlement.

Typical projects would include but are not limited to utility work, beach area improvements, park buildings such as restrooms, visitor centers, bathhouses and picnic shelters, roads and trails, and general site work.

Contract Value – The total compensation over the term of the agreement shall not exceed $3,500,000 unless supplemented otherwise.

Contract Term – The term of each awarded contract is sixty (60) months, unless supplemented otherwise, and commences upon contract approval by the Office of the State Comptroller. Work order assignments for specific services against each awarded contract shall be assigned for a period of three (3) years after the date of execution of the contract by the Office of the State Comptroller with the final two (2) years being reserved for completion of work order assignments issued during the initial three (3) years of the agreement.

The selected firm will be required to submit a utilization plan prior to contract award.

Qualifications and Selection Process

Selection of the firm(s) deemed to be “the most highly qualified” shall be in accordance with Qualification Based Selection Procedures. For this proposed Professional Construction Management Services Term Contract, the resumes of key personnel must include a) current assignments (project location and duties), b) estimated completion date of current assignments and c) client, client contact person and telephone number. The role of each sub-consultant should be detailed. The submission should describe the organization of proposed project staff indicating the role of each key individual. A brief description of a proposed project approach may be included.

Firms should demonstrate how they apply each of the following criteria by providing specific examples of how they achieved each metric in three previously completed projects:

  • Timely Delivery of Past Projects
  • Delivery of Projects Within Budget
  • Demonstrated Innovation and Problem-Solving Ability
  • Qualifications / Experience of Key Personnel
  • Past Performance / Client Recommendation

The above criteria will be scored, and firms will be ranked accordingly, resulting in a “short list” of top-ranked firms. Top-ranked firms may also be required to participate in a virtual interview with the OPRHP selection committee. The content of the virtual interview, should it be required, will be used to confirm, or re-evaluate the scores assigned to the above selection criteria.

Short list candidates may be re-ranked based upon the final/re-evaluated scores and the most qualified firms will be selected.
