PURPOSE
This notice is issued for market research purposes only. Responses to this notice will be considered by the Government in selecting the acquisition strategy for this program and to determine the appropriateness of setting aside one or more requirements for any of the small business programs described in Federal Acquisition Regulation (FAR) Part 19.
Information contained in this notice is preliminary in nature and is subject to change. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB), or a commitment by the Department to conduct a solicitation in the future.
All information provided is strictly voluntary. The Government will not reimburse prospective contractors for the costs of responding to this notice or otherwise participating in market research activities. Further, the Department offers no assurance that a solicitation will result from this notice.
Any information submitted will become the property of the Department and will not be returned. Proprietary information, if any, should be minimized and must be clearly marked.
BACKGROUND
The Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) works to keep Americans safe by countering crime, illegal drugs, and instability abroad. Most INL programs involve the transfer of property and capabilities to host country partners under the Foreign Assistance Act of 1962.
INL is conducting market research on the current availability and technological capabilities of detect and defeat systems to address current and future threats and gaps regarding unmanned aircraft systems. INL is interested in obtaining information on systems capable of detecting, identifying, classifying, tracking, and mitigating UAS threats.
The Department’s Office of Global Acquisition is considering to award IDIQs, BPAs, or similar ordering mechanisms to fulfill recurring needs and to streamline the acquisition process for detect and defeat systems and associated services. If awarded, it is anticipated that orders under these contracts/agreements will not be limited only to INL needs.
The following is a preliminary list of interest areas and technologies for which the Department would like to gather information and capabilities.
The Department is looking for companies with mature systems and manufacturing capabilities and industry leading quality standards. Companies must possess all required licenses and approvals to ship (including applying for any export license that may be required) systems overseas.
Companies may be required to provide training and to perform installation, integration, testing, repairs, and similar services. Companies may be required to perform overseas in remote, austere, and high threat environments.
RESPONSE
Companies interested in responding to this notice should utilize Attachment A and submit information electronically to FernandezJM@state.gov no later than November 27, 2024 at 4:00 pm ET.
The Government will only consider responses submitted in the Attachment A format. The use of this format is required to facilitate the analysis of responses.
Questions, if any, must be directed to FernandezJM@state.gov. The Government will not accept nor respond to telephone inquiries.
Individual feedback or evaluations will not be shared with respondents. The Government reserves the right to conduct one-on-one discussions with respondents and/or to request additional information pertaining to their products and/or capabilities. One-on-one discussions may not be conducted with each respondent.
