Stability Assessment of the Cliff Walk
The Town of York is seeking quotes from qualified geotechnical and civil engineering
firms to complete a stability assessment of the Cliff Walk, a roughly 1-mile out and back coastal
pedestrian pathway starting at York Harbor Beach. The pathway sustained damage during recent
storms, and the Town is looking to better understand current conditions before determining next
steps. Attached to this request are photos of damages.
Project Overview
We are requesting a professional evaluation to help answer the following:
1. Is the Cliff Walk stable enough to responsibly rebuild?
2. If so, where are the stable areas or anchor points that could support reconstruction?
3. Are there sections that may be beyond reasonable repair?
The assessment will support internal decision-making and may be referenced in future FEMA
Public Assistance documentation.
Scope of Work
At a minimum, quotes should reflect the cost to complete:
A site visit and visual inspection of the full Cliff Walk corridor
A geotechnical review of slopes, retaining structures, and observable stability issues
A civil engineering review of remaining structures, walkways, and erosion areas
Identification of stable, marginal, and unstable segments
Any modeling or engineering analysis the firm believes is appropriate
A written report summarizing findings and recommended next steps
Maps or figures showing areas of concern
A general opinion on feasibility of partial or full reconstruction
If a firm believes additional tasks would be beneficial, please include them as optional items.
Quote Requirements
Please provide:
A proposed cost (lump sum or phased cost range is acceptable)
A brief description of your approach
Expected timeline to complete the assessment
Names/credentials of key staff who would work on the project
Examples of similar coastal or geotechnical projects (if available)
