    The City of Rio Grande City ("City") is requesting sealed bids from qualified contractors to furnish
    all labor, material, equipment supervision, and incidentals necessary for the Construction Services
    of the BID #: 2026-13 - New Fire Station No. 2 Project located at 1730 W. Main Street, Rio
    Grande City, Texas.
    The project generally consists of the construction of a new approximately 4,955 square-foot fire
    station facility including apparatus bays, dormitories, offices, kitchen/living area, locker room,
    restrooms, storage rooms, utilities, paving, sidewalks, drainage improvements, landscaping,
    fencing, lighting, and related site improvements. As shown on design plans.
    Bid Documents and Specifications may be obtained at the City Secretary's Office located in City
    Hall at address: 5332 E. US Highway 83, Rio Grande City, TX. 78582 or at the city website:

    A Non-Mandatory Pre-Bid Meeting has been scheduled as follows:

    The purpose of the pre-bid meeting is to review the project scope, discuss the bid requirements,
    answer questions, and allow interested contractors the opportunity to visit the project site.

    NEW BID OPENING DATE AND TIME:
    Sealed bids will be received until 10:00 A.M. on Tuesday, August 4, 2026, and shall be clearly
    identified and addressed as follows:

    Bidders shall submit proposals using the forms provided in the Bid Documents. The outside of the
    sealed envelope shall be clearly marked: "BID #: 2026-13 - NEW FIRE STATION NO. 2
    PROJECT". The bidder's name and return address shall appear in the upper left-hand corner of
    the envelope. Any overnight delivery package shall also be properly labeled. Bids received after
    the stated deadline will not be accepted and will be returned unopened.
    The City of Rio Grande City reserves the right to reject any or all bids, waive informalities, and
    award the contract in the best interest of the City in accordance with Chapter 252 of the Texas
    Local Government Code. Bids may be held for a period not to exceed sixty (60) days following
    the bid opening for evaluation and award.

    1. REVISED BID DETAILS:
    The City of Rio Grande City ("City") is requesting sealed bids from qualified contractors for

    Rio Grande City, Texas 78582. The sealed bids will be received until 10:00 AM on Tuesday,
    August 4, 2026 and must be clearly identified and addressed for delivery to City of Rio Grande
    City - City Secretary's Office located at 5332 E. US Highway 83, Rio Grande City, TX. 78582.

    Bidders must use the bid forms provided on the bid documents and are required to print on the
    sealed envelope and/or packet as follows: Bidder's name and address on the upper left-hand corner

    The City of Rio Grande City, reserves the right to reject any or all bids or to waive any informalities
    in the bidding process in accordance with the Texas Local Government Code Chapter 252. Bids
    may be held by the City for a period not to exceed 60 days from the date of the bid opening for the
    purpose of reviewing the bids and investigating the bidders' qualifications prior to the contract
    award.
    2. BID DELIVERY:
    The City shall accept sealed bid Monday through Friday from 8:00 AM to 5:00 PM. Bids must be
    received by the City at the office noted above before the specified hour and date of the opening.
    Each bid must be sealed and should be placed in a properly identified envelope with bid name,
    due date, and time of bid opening.
    3. QUANTITIES:
    Quantities shown are estimates based on information provided in design and civil plans and are
    intended to serve as a guide in obtaining the best possible bids. Actual usage may fluctuate up or
    down during the course of each month. This information may not be given consideration by bidders
    when submitting their bids. Bidder will hold price(s) firm for the term of the contract period.
    4. EVALUATION CRITERIA:
    Award of contract does not obligate the Contractor to order or accept more than Contractor's actual
    requirements during the period of this agreement, as determined by actual needs and availability
    of appropriated funds. Contract may be awarded to the bidder who provides goods or services at
    the best value for the City of Rio Grande City. The City, reserves the right to reject any or all bids
    or to waive any informalities in the bidding process in accordance with the Texas Local
    Government Code Chapter 252. Bids may be held by the City for a period not to exceed 60 days
    from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders'

    5. CONTRACT TIME:
    The Contractor shall achieve substantial completion within 365 calendar days from the Notice to
    Proceed.
    6. LIQUIDATED DAMAGES:
    Liquidated damages in the amount of $ 500.00 per calendar day will be assessed for failure to
    complete the project within the specified time.
    7. EVALUATION AND AWARD:
    Bids will be evaluated based on: responsiveness to bid requirements, contractor qualifications and
    experience, compliance with applicable laws, and lowest responsible bid. Award will be made by
    the City of Rio Grande City Governing Body.
    8. GENERAL CONDITIONS:
    The project shall be governed by the following general conditions: Texas Local Government Code,
    applicable building, health, and safety codes, OSHA regulations, and Texas Department of State
    Health Services (DSHS) pool regulations.
    9. CONTRACT TERMINATION:
    The City of Rio Grande City reserves the right to terminate the contract if in the opinion of the
    City: the successful vendor's and/or contractors' performance is not acceptable, if the City is being
    repeatedly overcharged, improperly charged, no funds are available, or the City wishes without
    cause to discontinue the contract. Termination will be in writing and stating an effective date of
    termination allowing a thirty (30) day notice.

    10. INSURANCE AND BOND REQUIREMENTS:
    The successful bidder shall provide: Performance Bond (100%), Payment Bond (100%), General
    Liability Insurance, Workers' Compensation Insurance. Certificates must be submitted prior to
    execution of the contract. The Bidders agrees to carry adequate General Liability and Automobile
    Liability Insurance as mandated by state law, as well as, Workers' Compensation Insurance as
    mandated by Preamble 110.110. Bidders further agrees to indemnify and hold the City of Rio
    Grande City harmless of any and all losses, damages or claims arising out of or in any way
    connected with any injury or injuries to any employee or employees of the contract and from any
    claims of any other person or persons for injuries, losses or damages sustained at, around, or in
    connection with the work, unless the negligence of the City of Rio Grande City and/or servant and
    agents, is shown to be the sole proximate cause of said injury, loss, or damage. Respondent will
    be responsible to provide necessary insurance as required by the City of Rio Grande City and
    mandated by state law.

    11. PROJECT SITE AND LOCATION:
    1730 W. Main Street, Rio Grande City, Texas 78582
    12. CONTRACTOR PAYMENT:
    Payment will be made after a detailed invoice from the contractor is submitted with all
    supporting documentation of the work done. The contractor shall separate account and billing
    per locations.
    13. CASH ALLOWANCE FOR CONTINGENCIES:
    A Cash Allowance for Contingencies in the amount of $150,000.00 is included in the Contract
    Sum. This allowance is established solely to cover unforeseen conditions, Owner-directed
    changes, or additional work that is determined to be necessary for the successful completion of the
    Project and is not otherwise included in the Contract Documents.

    The Contingency Allowance shall be administered as follows:
    * The Contingency Allowance shall be used ONLY UPON PRIOR WRITTEN
    AUTHORIZATION of the Owner through an approved Change Order or other written
    directive in accordance with the Contract Documents.
    * The allowance shall be used only for unforeseen conditions, necessary modifications to the
    Work, or additional work requested by the Owner that could not have been reasonably
    anticipated at the time of bidding.
    * The Contingency Allowance SHALL NOT be used at the sole discretion of the Contractor
    and SHALL NOT be used to correct errors, omissions, defective work, rework, delays, or
    other costs that are the responsibility of the Contractor.
    * The Contractor shall provide detailed cost documentation for any work proposed to be paid
    from the Contingency Allowance, including labor, materials, equipment, and applicable
    overhead and profit, subject to the approval of the Owner and Engineer before any work
    proceeds.
    * The Contingency Allowance is an Owner-controlled allowance and is not a
    guaranteed payment to the Contractor.
    * Only the portion of the allowance that is specifically authorized in writing and expended
    for approved additional work shall be included in the Contract Price.
    * Any unused portion of the Contingency Allowance shall remain the property of the
    Owner, SHALL NOT be payable to the Contractor, and SHALL be deducted from
    the Final Contract Amount in the Final Payment Application.
    * The Contractor shall have NO CLAIM to any unused balance of the Contingency
    Allowance.
    14. PROJECT TIMELINE:
    The Contractor shall complete all work within 365 calendar days from the issuance of the Notice
    to Proceed. Failure of the Contractor to complete the work within the specified time shall result in
    liquidated damages in the amount of $500.00 per calendar day.
