As-Needed Environmental Planning Services (EPS 2024)

San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to five (5) master agreements (Contracts) to pre-qualified Consultants and/or joint venture (JV) firms to provide Environmental Planning Services and related services on an as-needed basis.
For all tasks that require preparation of Environmental Impact Report, Transportation, Historical Resources, and Archeological Resources documents, the work must be performed by pre-qualified consultants from the San Francisco Planning Department’s consultant pools. Pre-proposal conference will not be conducted for this RFQ. Questions regarding the RFQ must be submitted no later than October 9, 2024, 4:00 P.M. Pacific Time by email to the Contract Manager at: Robert.C.Begley@sfdpw.org.
Electronic submittals will be accepted until 2:00 P.M. Pacific Time on October 30, 2024. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered. Additional Information and Digital files of the RFQ Package may be downloaded at no cost through the Supplier Portal at

The LBE Subconsulting Participation Requirement established for this project is 25%. However, San Francisco Public Works encourage responses from certified City and County of San Francisco LBE’s as Prime Contractors.
In accordance with Chapter 14B requirements, all Proposers shall submit documented good faith efforts with their proposals. For any CMD-related questions, contact Antonio Tom at Antonio.Tom@sfgov.org.
A contract awarded pursuant to this Solicitation shall have a not to exceed (“NTE”) amount of $1,000,000 for the total allowable maximum term. Each master agreement will have a five (5) year term with Contract Service Orders (CSO), or tasks issued during the first four years only.
Public Works reserves the right to change the number of contracts, the contract amount, and have the sole discretion to extend the Contract duration to be awarded consistent with City contracting requirements.
Since this is an “As-Needed” contract, award of a master agreement does not guarantee that the selected firms will perform all or any portion of the services described in this RFQ, nor does it guarantee that the maximum amount will be expended. The maximum contract dollar amount does not represent a guaranteed revenue source for any of the selected firms.
