The following questions were received by RRHA staff regarding this request for proposals. Answers are below each question.

1. We see you have a target completion date of May 31, 2025. Is this timeline flexible? Yes. While we would ideally like to have the process complete by then, we have decided that we will pursue a Virginia Housing capacity grant to help pay for this service. If we are awarded such a grant, completion by May 31, 2025 may be unlikely. We ask that offerors provide at least a general timeframe for the work.
2. Ensuring resident voices are included in the planning process is important to us. For planning and budgeting purposes - does RRHA historically have a most effective way of capturing resident feedback - i.e., surveys vs. focus groups? No, we are open to new ways to reach residents and other stakeholders. We have held meetings and done surveys in the past, but done less with focus groups. If there is a method that you’ve used that has brought noticeable participation in the past we’d like to know about it.
3. Do you have a budget in mind for this project? No, not a specific figure, just a general idea. Our last strategic plan was done via Zoom meetings during 2020. For this plan we intend to meet with staff and residents in person. We realize that the cost will be much greater than it was for our last plan. We hope to get a good representation of the market costs from the proposals.
