INVITATION TO BID


Separate sealed bids for City of Billings Work Order 19-12:  BBWA Raw Water Delivery Piping Installation will be received by Dick Anderson Construction at 4512 South Frontage Road, Billings, MT  59101 or P.O. Box 31511, Billings, MT  59107 or For security reasons, you must enable JavaScript to view this E-mail address. until 2:00 P.M. Mountain Standard Time on June 19, 2025.


The project generally consists of installation of General Contractor furnished 24-inch, 30-inch, 36-inch, 42-inch and 48-inch Fiberglass Reinforced Polymer Mortar Pipe between the currently under construction City of Billings Raw Water Pump Station and the West End Water Treatment Plant as well as piping through Hesper Road.


A pre-bid meeting for all bidders will not be held.


CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.


Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.


No bid may be withdrawn after the scheduled opening of bids.


The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the City of Billings and Dick Anderson Construction.
