shown in the contract documents. Additive alternates include new serving lines for Hawkins
Middle School and Forest Elementary School; interior kitchen upgrades at Forest High School;
installation of porcelain floor tile in the Forest High School cafeteria dining area; new cafeteria
seating; roll-up doors at Forest High School; and a new washer and dryer area for the Forest
ElementarySchoolcafeteria.
1.2 BIDSUBMITTALANDOPENING
A. Ownerwillreceivesealedlumpsumbidsuntilthebidtimeanddateatthelocationgivenbelow.
Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the
envelope with the following: "Forest Municipal School District Cafeteria Renovations; Project
number 26015 to be opened June 11, 2026" Envelope shall be addressed to Dr. Melanie R.
Nelson,Superintendent,325ClevelandStreet,Forest,MS39074.Inaddition,theenvelopeshall
listthebiddersCompanyname,Companyaddressandallapplicablestateandlocallicenseand
registrationnumbersofthebidder.Envelopesnotsomarkedaresubmittedattheriskofthebidder
as the Owner and Architect assume no responsibility for the premature opening of any bid
envelope by any employee of the Owner or Architect. Owner will consider bids prepared in
compliancewiththeInstructionstoBiddersissuedbyOwner,anddeliveredasfollows:
1. In addition, Electronic bids may be submitted through the website
www.dalepartnersplans.com. Electronic bids are not required by the Forest Municipal
School District but offered as another means to submit a bid. Single stipulated sum bids
will be received for all work required by the contract documents in accordance with the
InstructionstoBidders

B. Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the
specificationsandmustbeaccompaniedbyProposalSecurityintheformofaCertifiedCheckor
acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such
security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out
the terms of the proposal, execute a contract and post Performance and Payment Bonds in the
formandamountwithinthetimespecified.TheBidBond,ifused,shallbepayabletotheOwner.
C. Bidswillbethereafterpubliclyopenedandreadaloud.
1.3 BIDSECURITY
A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No
bidsmaybewithdrawnforaperiodof90daysafteropeningofbids.Ownerreservestherightto
rejectanyandallbidsandtowaiveinformalitiesandirregularities.
B. Theownerreservestherighttopostponeactionandfinaldecisionforaperiodofuptoninety(90)
days.
1.4 PREBIDMEETING

B. Prebid Meeting: A Prebid meeting for all bidders will be held at Forest Municipal School District,
325 Cleveland Street, Forest, MS 39074 on Tuesday, June 2, 2026, at 10:00 a.m., local time.
Prospectiveprimebiddersarerequestedtoattend.
1. Bidders' Questions: Architect will provide responses at Prebid conference to bidders'
questionsreceiveduptotwobusinessdayspriortoconference.
1.5 DOCUMENTS

1. Plan holders are required to register and order bid documents at
www.dalepartnersplans.com. Bid documents are non-refundable and must be purchased
through the website. All plan holders are required to have a valid email address for

2. Bid Documents will only be made available to plan holders as entire documents. Partial
setswillnotbeissued.
1.6 TIMEOFCOMPLETIONANDLIQUIDATEDDAMAGES
A. The undersigned Bidder proposes and agrees to commence the Work upon receipt of a written
Notice to Proceed issued by the Architect. The Work associated with the Forest High School
kitchen and serving line, as well as the serving lines at Hawkins Middle School and Forest
ElementarySchool,shallbesubstantiallycompletedbyJuly30,2026.Theentireprojectshallbe
fully completed no later than September 1, 2026. The Work is subject to liquidated damages as
setforthintheContractDocuments.

1.7 BIDDER'SQUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able
toobtaininsuranceandbondsrequiredfortheWork. APerformanceBond,separateLaborand
Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the
successfulBidder.
