1. Bid opening for the 2025 Contracted Mowing will be at the Street Department, 105 S 10th Street, Garden City, Kansas, on Monday, April 28, 2025, at 10:30 a.m. at which time the bids will be opened and publicly read aloud. However, bids will need to be emailed or mailed to the City of Garden City Kansas, P.O. 2. The work consists of the following major items:

Mowing and trimming at various locations within the City of Garden City. Mowing to start after April 29, 2025 and shall be completed no later than October 28, 2025.
3. Each bidder shall state in his proposal his name, place of residence and his exact post office address, and the names and addresses of all persons or parties interested with them therein. Anyone signing a proposal as an agent for another must file with the proposal acceptable evidence of their authority to do so.
4. Bidders are requested to be present at the opening of the bids. All proposals shall be made and received with the expressed understanding that the bidders accept the terms and conditions contained in these instructions, in the specifications, Contract and forms attached hereto.
5. Bids must be sealed, addressed to Public Works, Garden City, Kansas, and endorsed on the envelope, "2025 Contracted Mowing," or in the subject line of the email.
6. Work to be performed on City streets, under this contract shall be started within ten (10) calendar days after authorization to proceed is received from the City, but no sooner than April 29, 2025. The work to be performed under this contract shall be completed monthly no later than October 28, 2025. The time of starting and completion being an essential part of this Contract.The time herein above fixed for the completion of the Contract shall be extended for a period equivalent to the time lost because of inclement weather or other causes over which the Contractor has no control. The Director of Public Works & Utilities shall determine the period of extension from the documentation provided by the contractor on a weekly basis, if any, and his decision shall be final and binding upon both parties.
7. Any bid, which stipulates that the work will be performed in a greater period of time than that specified in the Information for Bidders shall be deemed irregular, and such bidder shall be deemed ineligible to receive the award of the Contract.
8. Before award of the Contract, the successful bidder will be required to satisfy the City as to his experience and competence to perform the work; his integrity and reliability in carrying out the provisions of this contract; and his resources for its vigorous prosecution.
9. The bidder shall base their bid on materials and equipment complying fully with the plans and specifications; in the event he names his bid materials or equipment which do not so conform, they shall be responsible for furnishing materials and equipment, which fully conform at no change in the Contract price or prices.
10. The Contract documents include the plans and specifications on file with the City, the proposal and Contract forms, the advertisement for bids, and this information for bidders.
11. No bidder shall be interested in more than one (1) bid. Collusion among bidders or the submission of more than one bid under different names by any firm or individual shall be cause for rejection of all such bids without consideration.
12. The successful bidder will be furnished with two (2) sets of plans and specifications.
13. Each bidder must examine for themself the location of the proposed work and all conditions affecting the work. If any person contemplating submitting a bid for this Contract is in doubt as to the true meaning of any part of the plans or specifications, they may submit a request for the interpretation thereof to the Street Superintendent. An interpretation of these plans and specifications will be made only by addendum and a copy of such addendum will be mailed to each person receiving a set of plans and specifications, and the City will not be responsible for any other interpretation of these documents. Should one or more clauses of this Contract be in apparent conflict, the more stringent of interpretations, unless officially interpreted by the Director of Public Works & Utilities shall be binding.
14. Each bidder shall list any subcontractors and the work that they will do on this project. Subcontractors may be used, subject to approval by the Governing Body of the City of Garden City, Kansas.
