Crude Oil Blending Simulation Software to estimate the properties of a proposed blend of oils much more accurately and truer to life than utilizing simple algebraic estimates.
This is NOT a request for proposal or a request for quote. There is no solicitation documentation available Under F.A.R Part 6.302-1. This is a Notice of Intent; The Department of Energy, Strategic Petroleum Reserve, New Orleans, Louisiana intends to negotiate a Sole Source firm fixed price contract with Haverly Systems Inc. located at 12 Hinchman Avenue, Denville, New Jersey 07834. Haverly Systems Inc. is the sole source provider of Software and Services for Haverly’s Crude Assay Management System (H/CAMS):

The statutory authority for the sole source procurement is 41 U.S.C.253(b)(c). Oral communications are not acceptable in response to this notice.
