The City of Palo Alto is seeking proposals for design services for renovations to the animal shelter located at 3281 E. Bayshore Road. The selected firm will provide design services to develop constructions plans for renovating the animal shelter, cost estimate of improvements, and construction administration services. The use of modular buildings can be considered for additional square footage to address the project priorities.
The City, in partnership with Pets In Need (PIN), identified the cat wing, dog kennels, and medical suite as key areas for improvement in order to better support the animal services PIN provides to the community. The improvements are prioritized by importance as listed.
For the last fifty years, the City of Palo Alto has operated a full-service animal shelter located at 3281 E. Bayshore Road. The City entered a professional partnership with Pets In Need (PIN) in 2018 which calls for renovations to the existing animal shelter building to continue to provide a high quality, full-service shelter operations for Palo Alto and neighboring cities such as Los Altos and Los Altos Hills. Services include but are not limited to sheltering stray, abandoned, and owner surrendered animals, animal shelter services including a spay and neuter clinic, vaccine clinic, micro-chipping, and adoption/foster services, and operating/emergency veterinary services. The City and PIN entered a new agreement in 2024 to extend the partnership to continue provide quality and timely animal services with improvements to the premises as noted in this RFP.
