Request for Proposals for Municipal Court Judge Services

Project Description: The City of Milwaukie is seeking proposals from qualified and experienced businesses or individuals for contracted legal services to perform the functions and duties of a municipal court judge. Proposers should possess strong qualities in communication, timeliness, and competency. The municipal judge is appointed by and holds office at the pleasure of City Council. A complete description of services is provided under Section 3 of this document.
City utilizes Euna Procurement Bonfire for its electronic procurement system. Register or sign in to access the solicitation documents, be added to the distribution list for this solicitation’s automatic notices, and to submit a proposal electronically.

Proposals must be submitted electronically through Bonfire. Proposals will be received until 2:00 p.m. PST, on Friday, February 27, 2026, for the purpose of selecting a proposal who evidences the highest level of quality performance and technical competence. Proposals submitted after this deadline will not be accepted.
