PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Oakland Community Based Outpatient Clinic.

100% SDVOSB SET ASIDE

This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the Oakland Community Based Outpatient Clinic. This requirement supports VHA's mission by providing contractor support services to help bring the facility into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (24) twenty-four months.
The U.S. Department of Veterans Affairs has been approved for a Major Build-to-Suit lease to operate a new Multi-Specialty Community Based Outpatient Clinic (CBOC), location to be determined, in Oakland, California. Currently the VA Office of Real Property and other support offices are working to secure award to a developer wanting to create this new site of care for VA use. The size of the facility the Government is seeking is a minimum of 50,597 to a maximum of 59,526 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet (SF) of contiguous space. The proposed Rentable Square Feet (RSF) shall not exceed 68,455 RSF. The facility will provide space for Primary Care, Mental Health, Physical Therapy & Prosthetics, Eye Clinic, Dental Clinic, Audiology Department, Imaging, and include a laboratory. The facility will include 180 parking spaces.

This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:
be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details)
and
meet the small business size standard for NAICS 541614.

The solicitation is anticipated to be posted on Contract Opportunities for download on or about 7 November 2024. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 5 December 2024. Solicitation initial posting date and the closing date are subject to change as necessary.
