Project: 578-20-002: Donation Renovations Building 217 Phase-2 (CON)
Location: The Edward Hines Jr. VA Hospital

The Edward Hines Jr. VA Hospital (EHVAH) has a requirement to renovate portions of the Community Living Center (Building 217) in accordance with the project Statement of work, drawings and specifications.
The objectives of this project are to:
1) Renovate portions of the Community Living Center (Building 217) at the Hines VA Hospital.
1. Construct a new enclosed Dementia Unit in 1st floor B-section.
2. Renovate the 2nd Floor Dining Room.
3. Renovate Equipment Room B178, Nourishment Room 2B41, and Family Room 2B78.
4. Convert Rooms C104, C178, 2C04, and 2C78 into High Fall Risk Rooms
5. Convert Rooms B149 and C149 into Bariatric Rooms.
6. Convert Rooms 2A12 and 2A13 into a large group room with a collapsable wall.
7. Demolish the front entrance playground and reseed the lawn.
2) Replace all remaining flooring in Building 217.
3) Install 18 gauge sheet metal behind the walls of all rooms on the perimeter of the building.
4) Phase the construction work in a manner least likely to interfere with the daily operations of the CLC.
The Scope of Work for this project includes all labor, management, equipment, and materials for renovation of the Community Living Center, Building 217. This renovation is made up of 3 separate CLINs, each to be priced and phased separately. All measurements/dimensions are approximate. The Contractor must verify all measurements/dimensions.
The Contractor shall inspect the area under contract prior to commencing work and identify any pre-existing damage and provide an Existing Site Conditions report with related photos to the Contracting Officer for review and approval.
This project has three separate CLINs, each with sub-phases. If executed consecutively, the Period of Performance is Seven Hundred Forty (740) calendar days from the Notice to Proceed (NTP). The NTP shall be issued approximately 14 calendar days after award once required payment and performance bonds and certificate of insurance are provided.
The solicitation, specifications and drawings will be posted on www.SAM.gov. There will be a pre-bid conference held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package.
Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(DEVIATION) (b), at the time of submission of bids, and at the time of award of any contract, the offeror must represent to the CO that it is a (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) Certified SDVOSB listed in the SBA certification database at https://veterans.certify.sba.gov/ (see 13 CFR 128).
The solicitation will be issued on or about January 14, 2026 with the bid opening on or about March 04, 2026. The bidder is responsible for monitoring and downloading any amendments from SAM.gov which may be issued to this solicitation. The magnitude of the requirement is between $5,000,000.00 and $10,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction; small business $45 Million size standard applies.
