NOTICE
INVITATION TO BID
TO
METROPOLITAN WATER RECLAMATION DISTRICT OF GREATER CHICAGO
ENVIRONMENTAL ATTRIBUTES SERVICES PROVIDER
CONTRACT 26-RFP-04
The Metropolitan Water Reclamation District of Greater Chicago (“District”) requests proposals
from any prospective Proposer for the above captioned subject which is described in document
26-RFP-04.
PROPOSALS ARE DUE JUNE 26, 2026
Sealed proposals, endorsed as above, will be submitted to the District via an electronic upload to
the Euna Portal only. See “Submission Via the Euna Portal” section for instructions. Proposals will
be accepted from the date of the Invitation to Bid, up to 11:00 A.M. Central Time (“CT”), on June
26, 2026. Bids will be deemed non-responsive if not submitted using the project-specific Euna
URL link provided by the District with the bidding documents.
No bids will be accepted after 11:00 A.M. CT on the above scheduled due date. Faxed,
mailed, emailed, or hand delivered proposals will not be accepted. There is no Bid
Depository safe for this purpose.
The purpose of this Request for Proposal (“RFP”) is to engage an environmental attribute service
provider with the expertise to analyze the potential value of uncontracted environmental
attributes associated with the District’s facilities and to develop a detailed plan to capture that
value. Upon the District’s approval of the plan, the selected provider will carry out all necessary
implementation activities, including asset registration or validation and generation or emissions
verification. Following plan development and asset registration, the District expects the provider
to coordinate the sale of the resulting assets.
At the discretion of the District Board of Commissioners, the District may direct the Proposer to
procure environmental attributes on the District’s behalf to support efforts to reduce its
environmental impact and carbon footprint.
Funding of all contract items is subject to the Board of Commissioners’ approval of the budget for
those years. This contract will be for a three (3) year period with an option to extend for up to
two (2) additional years.
The successful Proposer will enter into an agreement with the District to generate revenue on the
District’s behalf through the sale of environmental attributes. The District expects the service
provider to earn its compensation through the transaction process, preferably by taking title to
the attributes in exchange for fair compensation to the District. Brokerage arrangements will also
be considered.
The Proposer, at a minimum, shall provide a detailed narrative including specific examples and
support information of the proposed services that will be provided. This detailed narrative will
address all the services listed above and all tasks required hereunder. The format of this narrative
will correspond to the outline of tasks identified under the scope of work.
Copies of the Request for Proposal are only available online from the District’s website at
www.mwrd.org (DOING BUSINESS PROCUREMENT & MATERIALS MANAGEMENT

proposal forms and/or plans, as a result of any type of technological computer and/or software
system failure or breakdown that restricts, prohibits or prevents successful downloading of any
and all District RFP documents by the Proposer, whether caused by the District or other parties,
directly or indirectly.
Proposers are to include with their proposal signed copies of any addenda, or acknowledge receipt
of any addenda, if the District issued any addenda to this RFP. Failure to do so may be cause for
the rejection of any bid. Bidding documents are available only online, and any addenda issued

also be emailed/faxed to each person receiving a set of such RFP documents and to such other
prospective Proposers who have requested that they be furnished with a copy of the addenda.

of any part of the specifications or other RFP documents, such inquiry should be submitted online
at the District’s website, www.mwrd.org. The path is as follows: Doing BusinessProcurement
