Preliminary Scope of Services
The Minnesota Department of Transportation Office of Aeronautics (MnDOT Aeronautics) seeks a Successful
Responder to complete a dynamic, continuously updated Aviation Economic Impact Plan. This Plan will quantify
direct, indirect, and induced economic impacts from Minnesota’s 132 public-use airports, providing a valuable
foundation for strategic aviation policy and investment decisions.
The Plan will be developed in partnership with a Minnesota-based academic institution, promoting local economic
insight, methodological rigor, and continuity of research and application.
Task 1: Project Initiation and Administration
The Successful Responder will facilitate a project kickoff meeting with MnDOT Aeronautics and partners to clearly
establish objectives, expectations, and roles. A detailed project management plan will be created and maintained
throughout the contract period, including regular progress reviews and communication protocols to ensure
effective execution.
Task 2: Methodological Framework Development
The Successful Responder will establish a comprehensive methodological framework for evaluating direct,
indirect, and induced economic impacts. Emphasis will be placed on transparency and simplicity in
communication, while also exploring innovative methods for estimating visitor economic impacts at airports.
Current techniques, such as Quick Response (QR) code or Wi-Fi-initiated surveys, will be improved or reimagined.
Consultants are encouraged to propose and test creative solutions that enhance accuracy and scalability. MnDOT
and academic partners will work with The Successful Responder to reach consensus on modeling inputs and
assumptions.
Task 3: Data Collection for Direct Economic Impacts
The Successful Responder will implement a structured, ongoing data collection strategy to capture direct
economic impact data from Minnesota’s public-use airports. The proposal will define an optimal sampling
structure (e.g., rolling 3-year cycle, tiered update schedule based on airport state classification) based on airport
type and operational scale. Surveys, site visits, stakeholder interviews, and reputable secondary sources will all be
considered. The process must prioritize consistency, efficiency, and the potential for long-term maintenance.
The Successful Responder will identify and propose technical solutions to enhance operational data collection
capabilities for Minnesota airports. This type of data includes the frequency and types of aircraft operations at
Minnesota airports and is a critical input to understanding an airport’s economic impact.
Task 4: Economic Modeling for Indirect and Induced Impacts
The Successful Responder will conduct annual modeling to estimate indirect and induced impacts, using
recognized tools like Impact Analysis for Planning (IMPLAN) or equivalent systems. All assumptions, data sources,
and modeling techniques must be fully documented. The process will be replicable and designed to accommodate
refinement over time based on updated inputs or stakeholder feedback.
Task 5: Dynamic Economic Impact Dashboard Development
An interactive, web-based dashboard will be developed to visualize and communicate key findings. The dashboard
will support exploration of historical trends, impact categories, and individual airport data, with functionality for
scenario testing and report downloads. Design will prioritize ease of use, scalability, and maintenance by MnDOT
staff.

Task 6: Minnesota Aviation and Aerospace Industry Analysis
The Successful Responder will deliver a broad analysis of Minnesota’s aviation and aerospace ecosystem,
encompassing operational categories such as commercial, business, recreational, and unmanned aviation, along
with cargo operations. Additionally, the analysis will explore supporting elements including the workforce
pipeline, educational institutions, aerospace manufacturing, and supply chains. This task will identify
opportunities, challenges, and emerging trends statewide, and connect statewide dynamics with airport-specific
industry snapshots. Case studies or success stories are encouraged to bring key findings to life.
Task 7: Publication of Economic Impact Analysis Methodology and Industry Analysis Results
The Successful Responder will produce a comprehensive and clearly articulated publication detailing the
methodology used for Minnesota's aviation economic impact analysis. This document will transparently outline
processes, assumptions, data sources, and modeling approaches utilized throughout the study. Additionally, the
publication will incorporate key findings from the Minnesota Aviation and Aerospace Industry Analysis (Task 6),
highlighting statewide dynamics, emerging trends, challenges, and opportunities within the aviation and
aerospace sectors. The publication will be designed for clarity, accessibility, and usability by diverse stakeholders
including policymakers, industry partners, and the public.
Task 8: Stakeholder Engagement and Communication
The Successful Responder will lead robust stakeholder engagement efforts, including the formation and
management of an advisory committee and execution of annual public engagement activities. The Successful
Responder will design and implement a proactive communications strategy to effectively disseminate project
findings, build community awareness, and encourage active airport and economic development participation.
Furthermore, the Successful Responder will facilitate meetings with airports and local community stakeholders
each time their specific economic impact data is updated, consistent with the established update cadence to
ensure ongoing local relevance, understanding, and application of the economic impact findings. The meetings
will also focus on the local community’s economic development strategy and any thoughts from the airport on
how to enhance economic competitiveness at the airport.
