The City of Dickinson invites qualified individuals or entities to submit proposals for a pasture lease on City-owned property. The purpose of this lease is to allow controlled livestock grazing while maintaining land health, weed control, and compatibility with City operations.

The City of Dickinson is offering for lease approximately 35 acres of pastureland located in Stark County, North Dakota. The leased area includes the NE Quarter of the SE Quarter (NE¼SE¼) of Section 12, Township 139 North, Range 96 West, together with the NW Quarter of the SW Quarter (NW¼SW¼) of Section 7, Township 139 North, Range 95 West.

Scope of Lease

Primary Pasture Area(s)
• Approximately 35 acres of fenced pastureland located north of the City’s Wastewater Treatment Plant. These premises include fenced pastureland with no existing water supply, and restricted access, as depicted in Appendix A.

General Lease Requirements
• The selected lessee shall furnish all livestock, labor, equipment, fencing repairs, water management, and incidentals necessary to properly utilize the pasture.
• Grazing shall be conducted in a manner that prevents overgrazing and protects soil, vegetation, and adjacent City property.
• Lessee shall be responsible for daily livestock care and monitoring.
• Lessee shall control livestock at all times and prevent trespass onto adjacent properties or public rights-of-way.
• No permanent structures may be erected without written approval from the City.
• Lessee shall comply with all local, state, and federal laws and regulations related to livestock grazing.
• Lessee shall be responsible for weed control within the lease area as outlined in Exhibit A.
• The City reserves the right to access the property at any time for inspection or municipal purposes.
• Access to the premises is restricted and difficult. Herding of cattle through Cell 4 is prohibited.

Submittal Requirements
The City of Dickinson requests the following information be submitted in a sealed envelope at or before 3:00 PM, 25 March, 2026. Submittal should include, at a minimum, the following information:
• Name address, phone number, and email of proposer
• Proposed annual lease rate (per acre).
• Proposed start and end dates of grazing.
• Proposed stocking rate and grazing plan.
• Each proposal must be signed by an individual who can be held accountable for all representations.

Assignment and Subletting.
• This lease may not be assigned, nor any portion of the leased premises be sublet, without the prior written authorization and consent of the City of Dickinson.

Payment
• Lease payment shall be made to the City of Dickinson according to the terms outlined in the final lease agreement.

Selection Criteria
A selection committee will evaluate submittals. A Lessee will be selected based on, but not limited to, the following criteria:
• Proposed lease rate;
• Compatibility of proposed stocking rate and grazing plan with City land management goals;
• Water provision and fencing maintenance plan;
