CARTHAGE ROAD AND DOWD ROAD WATERLINE EXTENSIONS

Sealed Bids will be received by Moore County Public Utilities (OWNER) on the 2nd Floor of the Moore County Historic Courthouse in Carthage, NC until 4:00 p.m., Tuesday July 1st, 2025, for the “IFB 2025-06 - Carthage Road and Dowd Road Waterline Extensions”, Project. A non-mandatory pre-bid conference will be held Thursday June 19th, 2025, at 10:00 a.m., at the Public Works Building Conference Room, located at 5227 US HWY 15-501 in Carthage, NC.

The work consists of the construction of 6 different waterlines including approximately 48,490 LF of 6” PVC waterline, approximately 1,130 LF 4” PVC waterline, and approximately 751 LF of 2” waterline, with hydrant assemblies, blow-off assemblies, and appurtenances.

At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud.  All Bids must be in accordance with the Bid Documents on file with the Moore County Public Utilities at their offices located at 5227 US HWY 15-501 in Carthage, NC and at the office of MBD Consulting Engineers, P.A., Consulting Engineers, P.O. Box 1215, Southern Pines, NC  28388.

A copy of the Bid Documents may be obtained from the Engineers at the address stipulated above upon payment of $150.00 for each complete set of documents.  Plan costs are non-refundable.

Bidders must be licensed contractors in the State of North Carolina for the type of work required.  Bids will be received on a unit price or lump sum basis as described in the Contract Documents.  The work is to commence within 15 days after the Date of Contract.  Completion of the work is as required in the contract documents.  The successful Bidder will be required to furnish a Construction Performance Bond and a Construction Payment Bond as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract.

Bid security in the amount of 5 percent of the total Bid must accompany each Bid.  No Bid may be withdrawn within a period of 60 days after the date fixed for opening Bids.  The Owner reserves the right to select alternatives, to reject any or all Bids, to waive informalities, and to reject nonconforming, nonresponsive, or conditional Bids.
