Description: NYCHA, by issuing this RFP, seeks proposals (“Proposals”) from qualified environmental hazards consulting firms (the “Proposers”) to provide NYCHA with environmental consulting services for the PACT program. These services shall be pertaining to environmental hazards with the primary focus on lead-based paint and asbestos containing materials, including but not limited to review of lead-based paint and asbestos investigation and evaluation reports; review of operations and maintenance plans and abatement plans; collection and compilation of historical environmental records; onsite compliance field inspections for lead-based paint abatement work performed by contractors retained by developer partners; review of lead-based paint abatement records for work performed by the developer partner consultants; monthly status reporting of lead-based paint abatement field inspections; and as-needed environmental consultation services which may include additional environmental hazard types; all to ensure proper performance and compliance per federal, state, and local laws and regulations as well as per NYCHA requirements, as detailed more fully within Section II of this RFP (collectively, the “Services”). The release date of this RFP is February 19, 2025. (the “Release Date”). A non-mandatory Proposers’ conference (“Proposers’ Conference”) will be hosted online via Microsoft Teams on February 26, 2025, at 12:00 p.m. Although attendance is not mandatory at the Proposers’ Conference, it is strongly recommended that all interested Proposers attend, and that Proposers thoroughly review bid documents in advance of the meeting. Option 3: Access the document “TEAMS Meeting Link RFP 509312” and click on the embedded link to join. Proposals must be successfully submitted into iSupplier in final form no later than 2 p.m. on March 20, 2025 (the “Proposal Submission Deadline”). Proposals which are saved in iSupplier as a “draft” but not successfully submitted will not be considered. Proposers should refer to Section IV(2) of this RFP for details on Proposal submission requirements. The anticipated award date of the Agreement(s) to the Selected Proposer(s) is on or about June 2025. All times stated above are Eastern Standard Time (EST). Proposer shall electronically upload a single .pdf containing ALL components of the Proposal into iSupplier by 2PM on the Proposal Submission Deadline. NYCHA will NOT accept hardcopy Proposals. The Proposal shall not include embedded documents or proprietary file extensions . NYCHA will not accept Proposals via e-mail, fax, or mail. After Proposer registers for iSupplier, it typically takes 24 to 72 hours for Proposer’s iSupplier profile to be approved. It is Proposer’s sole responsibility to complete iSupplier registration and submit its Proposal before the Proposal Submission Deadline.
