REQUEST FOR PROPOSALS
The City of Concord, New Hampshire wishes to engage the services of a consulting firm
(“CONSULTANT”) which is lawfully engaged in the State of New Hampshire, with
experience in the development of master plans.
An overview and detailed specifications are provided later in the Request for Proposal (RFP).
A non-mandatory pre-proposal meeting shall be held for this project at 2:30PM on December

Proposals must be received not later than 2:00 PM on January 15, 2026 from interested firms,
to be eligible for consideration by the City. Each statement shall be submitted to the Purchasing
Division, City of Concord, Combined Operations Maintenance Facility, 311 North State
Street, Concord, NH 03301 in a sealed envelope which is clearly marked,
"RFP 03-26 MASTER PLAN UPDATE”
Requests may be issued only by the Purchasing Manager, or her designee, to authorized firms,
and are not transferable unless authorized by the Purchasing Manager or her designee.
Copies of RFP 03-26 are available online only at the City of Concord NH website at
www.concordnh.gov/Purchasing.
All proposals received will be considered confidential and not available for public review
until after a vendor has been selected.
The City reserves the right to reject any or all proposals or any part thereof, to waive any
formality, informality, information or errors in the proposal, to accept the proposal considered to
be in the best interest of the City, or to purchase on the open market if it is considered in the best
interest of the City to do so. Failure to submit all information called for and/or submission of an
unbalanced proposal are sufficient reasons to declare a proposal as non-responsive and subject to
disqualification.

I. INTRODUCTION AND INSTRUCTIONS FOR PROPOSERS
1. GENERAL:
A. INTRODUCTION: The City of Concord is seeking a qualified CONSULTANT to
complete the City’s 2050 Master Plan. This will be a comprehensive document
designed to update the City’s 2030 Master Plan (adopted in 2008), document how
goals / objectives / recommendations of the 2030 Plan (and related plans / studies)
were achieve in the ensuing years since its adoption in 2008 to educate the
community about past goals and implementation thereof, as well as provide context
for the 2050 Master Plan update. Using data and community input, and in accordance
with the scope of services set forth herein, the central goal of this Master Plan update
is to build consensus about the topics set forth herein to chart a course for the
community through the year 2050. The 2050 Master Plan shall conform with the
requirements of NH State Law RSA 674:2 and 674:3, as well as the scope of services
set forth within this Request for Proposals.
B. ABOUT CONCORD: The City of Concord is a community of 45,000 residents and
occupies 67 square miles in the heart of central New Hampshire. The City is the third
largest municipality by population in the State. Concord is the State capital, seat of
County Government, and host to multiple federal facilities.
Colonial settlement occurred in 1725. Concord became a City in 1853. Since 1970,
the City has operated under a City Manager form of government. Uniquely, Concord
has two public school districts (the Concord School District and Merrimack Valley
School District). Both are separate and autonomous from the City. Due to this
unique circumstance, the City has two municipal tax rates.
The City’s 67 square miles consists of urban spaces and rural landscapes, historic
architecture, diverse housing stock, and walkable neighborhoods. A desire to
preserve the natural environment has been a strong focus of the planning tradition of
the City since its settlement. Today, the City has more than 8,000 acres of
conservation lands.
Located at the intersections of Interstates 89, 93, and 393, Concord is the regional
center of employment, commerce, services, healthcare, as well as arts and culture in
central New Hampshire. As such, the City’s day time population increases to
approximately 90,000 people. The City is only an hour drive to the seacoast, White
Mountains, and Lakes Region, and 75 miles to Boston, thus further bolstering its
desirability.
The City’s economic base is anchored by government, healthcare, finance, law, and
professional services, as well as retail and personal services. As of August 2025, the
City’s unemployment rate was 2.8%, which was better than both the State (3.0%)
