Introduction and General Information
The City of Belleville is requesting interested firms to submit their On-Call Professional Engineering services
qualifications to the City of Belleville, Illinois (“CITY”). This packet is intended to provide you with useful
information and specifications of the desired scope of work. This RFQ selection will be a five-year contract with
an option to extend if both parties agree. The maximum dollar amount for this solicitation will be $1,000,000.
The CITY regularly receives federal and state funds along with local funds, which may be used to fund the
engineering and design related consultant services. Our written policies and procedures follow state and federal
guidelines for Quality Based Selection (QBS) and meet the requirements of 23 CFR 172 along with the Brooks Act.
Submissions will be received in sealed envelopes by Shelly Schaefer, City Clerk, at 101 South Illinois, Belleville, IL
62220 until 2:00 pm on Wednesday, January 7, 2026. Please note “On-Call Professional Statement of
Qualifications” on the sealed envelope. Submissions shall not be withdrawn, modified, or altered after the
opening.
Interested firms shall submit two (2) printed complete copies of their submission and one (1) complete digital
copy on a thumb/flash drive. At least one (1) of the printed copies shall not be held together by any sort of binding
except for paperclips or binder clips. At least one (1) of the copies shall be a signed original.
It is the sole responsibility of the submitter to ensure that the statement of qualifications is received on or before
the submission deadline. Emailed submissions will not be considered. Hard copies need to be submitted either via
mail or in person. If mailing your bid, please allow ample time for receipt.
Submissions received after the deadline will not be considered. All costs directly or indirectly related to submitting
a response will be borne by the submitter. The CITY is not obligated to accept any submitted response or negotiate
with any persons or firms submitting a response. The City reserves the right to reject any and all submissions and
to waive informalities and minor irregularities.
The submissions shall exclusively discuss the firm’s qualifications and ability to perform the work as described in
the Desired Scope of Services. Fees are not being requested and will not be considered. Any submission that
includes fees for any of the desired services will be disqualified.

Desired Scope of Services
The CITY is soliciting statements of qualifications from professional engineering firms for On-Call Professional
Engineering services of various disciplines, and other related supplemental services on a non-exclusive
arrangement. The hired firm will be expected to aid with projects that the CITY either does not have the resources
or expertise to complete.
The selected firm(s) will have a strong emphasis and understanding of IDOT policy and procedures regarding MFT,
state and federal funds. The selected firm(s) will have an extensive background with the inner workings of city
government as it relates to the Engineering, Wastewater, Parks and Recreation departments.
Listed below are categories of services the CITY may request or require. This list is not exhaustive and is provided
only as a representation of the potential types of work the awarded firm may be required to complete. The final
Scope of Services is subject to change, following the selection process and negotiations with the awarded firm.
A. Plan Review
The selected firm(s) may be required to review building plans and drawings of all types and varieties
submitted to the CITY from various builders and developers. This may include, but shall not be limited to,
preliminary and final plats and major and minor site plans.
B. Stormwater Management Systems and Erosion
The selected firm(s) may be required to develop plans and drawings for upgrades or improvements for all
components of the City’s stormwater system including curb inlets, drains, piping, and stormwater
retention basins and ponds. The selected firm may also be required to provide guidance regarding erosion
control.
C. Streets, Sidewalks, and Roadways
The selected firm(s) may be required to develop plans and drawings for upgrades or improvements to
City streets, alleys, sidewalks, and other types of roadways and thoroughfares including their rights-of-
way.
D. Project Management and Inspection
The selected firm(s) may be required to develop cost estimates, Requests for Proposals, Requests for
Qualifications, and other similar documents and to manage the bidding process. Further, the selected firm
may be required to represent the CITY as the Project Manager for various kinds of construction projects.
This may include managing projects that are funded partially or completely by state and federal funding
mechanisms including, but not limited to, the Community Development Block Grant. Public engagement
and outreach responsibilities may be inherent to specific projects.
E. Land Surveying
The selected firm(s) may be required to perform various land surveying tasks including measuring and
determining property boundaries, placing stakes or other corner markers upon locating property
boundaries, and creating and deciphering legal descriptions.
F. Traffic Engineering and Planning
The selected firm(s) may be required to assist with traffic engineering studies, reporting and/or
transportation planning related to a CITY improvement project.
G. Land Acquisition
The selected firm(s) may be required to assist with negotiations and/or acquisitions of land related to a
CITY improvement project.
H. Parks
The selected firm(s) may be required to provide planning, design and specifications for parks, recreation
facilities, parking lots and buildings. Possible projects include playground, pavilion, restroom installations,
pond dredging and erosion control.
I. Trails
The selected firm(s) may be required to develop plans and specifications for shared-use paths.
K. Grants
The selected firm(s) may be required to assist with preparation of grant applications and inform the CITY
of grant funding opportunities.
L. General On-Call Consultation Services
The selected firm(s) may be required to help with various other types of engineering consultation and
project management services.
M. Sanitary Sewers and Combined Sewer Separation
The selected firm(s) may be required to develop plans and specifications for upgrades, improvements, or
combined sewer separations for all components of the City’s sanitary sewer system including manholes,
diversion structures, piping, and lift Stations.
N. Sewer Treatment Equipment and Processes
The selected firm(s) may be required to develop plans and drawings for upgrades, improvements,
conversions, or replacement of existing infrastructure or processes to meet requirements enforced under
the City’s NPDES Permit.
Statement of Qualifications Submission Requirements
Each interested firm is strongly encouraged to provide sufficient information to allow for a thorough and complete
evaluation of the firm’s qualifications. Submissions should generally conform to the following format:

4. Qualifications
a. Provide the firm’s qualifications specifically as they relate to the Desired Scope of Services. State clearly
the services where you have most competence and services where you would support in the form of a
subconsultant, or a partnering company.
b. Also include any additional qualifications beyond the Desired Scope of Services that would give an
indication of the firm’s abilities.
c. Provide evidence of IDOT Consultant Prequalification along with categories of work.
5. The Firm’s Proximity to, and Familiarity with, the CITY
6. Qualifications of the Firm’s Staff
a. State which employee(s) would likely be assigned to work with the CITY and which employee(s) will
serve as the main contact for the CITY.
b. If there are any services that will be performed by a subcontractor, please clearly indicate what those
are and who will be performing that work.
7. Evidence of the Firm’s Certification as issued by the Illinois Department of Financial and Professional Regulation
