Exhibit A: Specifications, Duties, and Scope of Work
A. General Project Introduction
State Project (SP) 8821-388 is a Districtwide sign replacement project along portions of Trunk
Highways (TH) 65 and 73. The combined project length is approximately 83 miles. Project Limit
information is provided in Section D8.0 on page 4 of this scope of work. This is a standalone signing
project. It will use the 2025 version of the State Standard Specifications for Construction. The
design work on this project should take place between May 2026 and January 2027.
Sign replacement requirements consist of mainline signing on and along the corridor segments. This
includes replacement of ground mounted signs and structures, markers, and delineators that are
damaged or are greater than 5 years old. The general age of signs along this corridor is 20 years. This
project will renew approximately 1,300 signs.
B. Detailed Work Description
Sign replacement will include the following unless otherwise noted:
1.0 Mainline between project limits.
1.1 All signs (generally excluding those 5 years old and newer, 911 address signs, culvert
markers, intersection street corner signs or as directed by the Project Manager)
2.0 Local Cross Street:
2.1 All stop and yield signs on local legs at the cross-street intersections.
2.2 All regulatory signing within 25 feet of the cross-street intersection, which are typically Keep
Right and Do Not Enter signs.
2.3 Any signing in these areas installed by others (to be reviewed to determine if signing should
be retained or removed).
C. Detailed Project Standards
Sign replacement means replacing, adding, removing, or moving existing signs such that they meet
current State Traffic Engineering Manual (TEM) and Minnesota Manual on Uniform Traffic Control
Devices (MN MUTCD) standards and policies or as directed by the State Project Manager. The
Contractor will follow guidance and utilize resources on the State Signing Design website
(https://www.dot.state.mn.us/trafficeng/signing/plans.html).
D. Tasks and Deliverables
The Contractor will comply with the above signing standards and requirements and will provide the
following services under this Contract as follows:
1.0 Project Management, Coordination and Meetings (Source Type 1010)
1.1 Provide general day-to-day project management and administration, while coordinating
project activities with the following as necessary:
1.1.1 State
1.1.2 State District Signing Staff
1.1.3 State Project Manager
1.2 Prepare monthly progress reports and schedule updates.
1.3 Facilitate weekly meetings with State District Signing Staff inclusive of:

1.3.1 One project kickoff meeting
1.3.2 Three meetings scheduled at the State’s completed review of the 30%, 60% and
90% plan submittals.
1.3.3 Weekly check-ins
1.4 Prepare draft and final meeting minutes within one week of each meeting.

2.0 Data Collection and Field Verification (Source Type 1018)
2.1 Contractor will gather pertinent information from the State through its Project Manager.
2.1.1 Contractor will obtain the most current MicroStationTM geometric base files
available of existing roadways.
2.1.2 Contractor will obtain the most current SignCAD files available of the existing
design code sign panels.
2.1.3 Contractor will obtain the most current Geographic Information Systems (GIS)
Shapefile of existing sign information from State’s Transportation Assets
Management System (TAMS) inventory.
2.2 Contractor will review VideoLog for accuracy of existing signs and placing any existing signs
that might be missing from the TAMS inventory Shapefile.
2.3 Contractor will use aerial imagery to fill in areas not available with existing base files.
2.4 Contractor is not required to survey location, determine reflectivity, or complete an
assessment of condition for signs.
3.0 Utility Coordination (Source Type 1195)
3.1 Contractor will submit Gopher State One Call (GSOC) tickets requesting utility owner
information for all public and private utilities located within the project limits.
4.0 Preliminary Design (Source Type 1255)
4.1 Contractor will create a base map with stationing (or an alternate method of locating signs
with accurate and scalable distances between signs) based on information provided by the
State and obtained by the Contractor through use of publicly available aerial imagery.
4.2 30% submittal: Contractor will prepare and submit a 30% existing signing plan for review
that shows sign panel layouts on the roadway and the sign locations. The submittal will also
include the following:
4.2.1 Electronic Portable Document Format (PDF) copy of the 100-scale 11’ x 17” plan.
4.3 60% submittal: Contractor will prepare and submit a 60% complete signing plan for review.
The plan will include complete and accurate placement of existing signs on the roadway
layouts, along with numbered notes indicating what is to be done at each sign location
(Furnish & Install (F & I), Remove, Inplace, etc). Sign panel design layouts are also included
in this submittal. Current standards will be incorporated in the plan. The submittal will also
include the following:
4.3.1 Electronic PDF copy 100-scale 11” x 17” plan.
5.0 Final Design (Source Type 1255)
5.1 Contractor will complete the final design that consists of the following work items:

5.1.1 Prepare a Project Title Sheet.
5.1.2 Prepare a Statement of Estimated Quantities, table of standard plans, and signing
symbol legend.
5.1.3 Prepare a Utilities Sheet tabulating existing utility owner contact information by
Control Section.
5.1.4 Prepare Tabulation sheets.
5.1.5 Prepare 100-scale signing roadway layout sheets for final design.
5.1.6 Prepare flat-sheet aluminum sign panel designs. Each design must have its own
SignCADTM file.
5.1.7 Prepare sign panel layout sheets.
5.1.8 Prepare detail sheets.
5.1.9 Prepare signing cross-sections, if/as needed.
5.1.10 Prepare ST Special Provisions.
5.1.11 Prepare Construction Cost Estimate.
5.2 90% plan submittal: Contractor will prepare and submit a 90% complete signing plan and
related documents for review. The submittal will include the following:
5.2.1 An electronic PDF copy of the 100-scale 11” x 17” plans.
5.2.2 An electronic Microsoft Word copy of the Division ST Special Provisions.
5.2.3 An electronic Microsoft Excel copy of the Construction Cost Estimate.
5.3 100% plan submittal: The Contractor will prepare and submit a 100% complete signing plan
and related documents for District Quality Management Plan (QMP) review. The Contractor
will incorporate the State’s 90% comments. The submittal will include the following:
5.3.1 An electronic PDF copy of the 100-scale 11” x 17” plans.
5.3.2 An electronic Microsoft Word and PDF copy of the Division ST Special Provisions
5.3.3 An electronic Microsoft Excel and PDF copy of the Final Construction Cost
Estimate.
6.0 Final Plan (See work item for Source Type)
Contractor’s final plans must address all State review comments. Contractor will prepare and
submit a Final Signing Package. The plan will be contract ready.
6.1 Submit Final Signing package. (Source Type 1255) The submittal will include the following:
6.1.1 An electronic PDF copy of the final, 100-scale 11” x 17” plans, complete with
electronic signatures.
6.1.2 An electronic Microsoft Excel and PDF copy of the Engineer’s Estimate.
6.1.3 An electronic PDF copy of the signed ST Special Provisions.
6.1.4 An electronic Microsoft Word copy of the ST Special Provisions.
6.1.5 An electronic PDF copy of any Design Computations.
6.1.6 An electronic PDF copy of any Quantity Calculations.
6.1.7 An electronic signed copy of an Engineering Justification Memo for any locations
where MN MUTCD standards were not met (Assume 1 memo for the project).
6.1.8 A completed electronic PDF copy of the Quality Control Check Process Form.
6.2 Contractor will revise and resubmit plan sheets, as necessary, to address comments by State
Pre-letting Services. Submit all other electronic files used to create the plan. This submittal
will include at a minimum the following: (Source Type 1267)

6.2.1 An electronic PDF copy of the final, 100-scale 11” x 17” plans, complete with any
State Pre-letting Services corrections and electronic signatures included.
6.2.2 All MicroStationTM files of plan sheets.
6.2.3 All SignCADTM (version 25.0.0.53) files of sign panel layouts.
6.2.4 Each design must have its own SignCADTM file.
7.0 Deadlines
The following summarizes the due date or amount of review time needed by the State for each
submittal. These dates are subject to change based on contract award date.
7.1 30% Submittal for Review: June 30, 2026. State review time: 5 working days
7.2 60% Submittal for Review: August 15, 2026. State review time: 10 working days
7.3 90% Submittal for Review: October 15, 2026. State review time: 10 working days
7.4 100% Submittal for QMP Review: November 15, 2026. State review time: 5 working days
7.5 Final Plan Submittal: December 1, 2026.
7.6 State Pre-Letting Services plan corrections: Due date: 3 working days after receiving the
corrections
7.7 Electronic File Submittal: Due date: 2 working days after submitting State Pre-Letting
Services plan corrections.
