Twin Falls Water Main Upgrade -Tree Streets
General Notice
The City of Twin Falls (Owner) is requesting Bids for the construction of the following Project:
Twin Falls Water Main Upgrade -Tree Streets. Bids for the construction of the Project will be received by
the City of Twin Falls by Robert Bohling, at the engineering office at City Hall, 203 Main Ave E, Twin
Falls, ID 83301, until 1:00 PM, March 2, 2026, local time. At that time, the Bids received will be publicly
opened and read aloud. Bids will be received for a single prime Contract. Bids shall be on a unit price basis.
Description of Work
This project consists of replacing and upgrading water infrastructure and restoring associated roadway and
concrete features within the Ash, Elm, and Walnut Street corridors between Kimberly Road and 5th Avenue
East in Twin Falls, Idaho. The work includes installing approximately 5,800 linear feet of 8-inch water
main, new valves and fittings, reconnecting hydrants, and providing 168 new or replaced water service
connections. Surface restoration will involve asphalt and gravel roadway repairs, curb and gutter
replacement, sidewalk and driveway approaches, and miscellaneous landscaping. Additional work includes
erosion and sediment control, traffic control, dust abatement, and other incidental items necessary to
complete the improvements. Construction will be performed under rolling block closures with access
maintained for residents where feasible.

Prospective Bidders may examine the Bidding Documents at the following location, Mondays through
Thursday between 8:00 a.m. and 5:30 p.m. and on Fridays between 8:00 a.m. and 11:30 a.m.

Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor
Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any,
obtained from sources other than QuestCDN. The Bidding Documents will be made available no later than
8:00 AM, Tuesday, January 29th, 2026.
Pre-Bid Conference
A Pre-Bid Conference will be held on February 12, 2026, at Twin Falls City Hall Overflow Conference
Room 116, Main Ave E, Twin Falls, ID 83301, at 1:00 PM. Attendance is recommended but not
mandatory.

A Bid Guaranty, payable in cash, by cashiers check, certified check or bid bond, of 5 percent of the BID
AMOUNT is required. Separate Performance and Payment Bonds each in the amount of 100 percent of the
CONTRACT AMOUNT will be required. Each bidder must supply all the information required by the
Bidding Documents and Specifications.
This Public Works Project is financed in part by State funds. All bidders shall secure an Idaho Public Works
License that is valid at the time of bid. The license classification must be appropriate for the work being
bid upon.
The Contractor will be required to comply with all applicable State Equal Employment Opportunity Laws
and Regulations. To be eligible for award, the Contractor must agree to comply with the Idaho Minimum
Wage Law.
The City Of Twin Falls, Idaho, in accordance with the provisions of Title VI of the Civil Rights Act of
1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it
will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged
business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation
and will not be discriminated against on the grounds of race, color, or national origin in consideration for
an award.
