Summary

The purpose of this RFP is to solicit proposals for the development and implementation of a comprehensive Motivational Interviewing (MI) training program, including fidelity monitoring, for LCSPs across the State. The selected Contractor must design, coordinate, and deliver a statewide Tiered Training Curriculum to a diverse audience that includes agency leadership, supervisors, and front-line staff within LCSPs.

This initiative originates from the Family First Prevention Services Act (FFPSA), enacted in 2018, which authorizes states to claim Title IV-E reimbursement for Prevention Services. Ohio has been approved to receive reimbursement for MI as part of its array of Prevention Services available statewide. This approval provides DCY an opportunity to strengthen the State’s capacity to use MI to reduce foster care placements, support families, and improve outcomes for children and youth.

With the establishment of DCY in 2023, Ohio families now have a centralized resource to access information, services, and support. This structure enables greater alignment of service delivery across systems and improved access to high-quality resources for LCSPs . Through this RFP, DCY intends to implement consistent, high-quality MI training that ensures fidelity to the evidence-based MI model, advances professional development for practitioners, and supports the Agency’s mission to improve outcomes for children, youth, and families across Ohio.
