Pipe Patch Repair Kits

Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Infrastructure Repair Systems, LLC., for a one (1) year period beginning March 29, 2026, through March 28, 2027, at a total cost of $337,238.00, for ongoing and as-needed proprietary pipe patch repair kits for use in the three (3) county owned infrastructure point repairs systems, previously purchased in March of 2024, through the competitive sealed bidding process (ITB-24-24634). This system allows for a no-dig, permanent pipe repair solution to be used on damaged pipes throughout the County. This procurement is being made in accordance with Section 3-205(2)(b) of the County’s Procurement Policy. The proprietary pipe patch repair kits are required to ensure interchangeability and compatibility with the County’s existing system. These kits are exclusively designed for this equipment and are protected under U.S. Patent No. 6,019,136, making them only reasonably available from the patent holder, from Infrastructure Repair Systems, LLC. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods that are substantially and materially the same as those identified in the attached vendor quote No. 202605-0 must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source Project and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
