Project Description: Hillsborough County intends to recommend the award of a Sole Source procurement to Ring Power Corporation, in the amount of $374,061.00, for a one (1) year period, to provide ongoing and as-needed original equipment manufacturer (OEM)-certified maintenance, repairs, and genuine parts for the County’s Caterpillar (CAT) equipment, for the Fleet Management Department. These services support heavy equipment such as excavators, loaders, engines, and related mechanical systems used by various departments. Required features include genuine OEM CAT parts, CAT-certified technicians, warranty-preserving repair procedures, proprietary diagnostic capability, and full compatibility with existing County CAT equipment. This procurement is being made in accordance with Section 3-205(2)(e) of the County’s Procurement Policy as Ring Power Corporation is the only known authorized CAT dealer in the County’s service territory of Florida and the only known vendor capable of providing OEM-certified maintenance, repairs, and parts for the County’s existing CAT equipment. Ring Power Corporation has been authorized by Caterpillar to supply genuine CAT OEM parts, access proprietary diagnostic software, maintain factory specifications, and perform warranty-compliant repairs. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached vendor quote, dated December 9, 2025, must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source Project and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
