Submission: PROPOSALS WILL BE RECEIVED by the Owner until the hour of 5:00 p.m. local time on February 11, 2026. Submissions are to be sent to Josh Byrnes at josh@eastduchesnewater.gov and Skyler Cozzens at scozzens@forsgren.com.
