Abandoned Vehicle Abatement Towing and Support

This Request for Proposal (RFP) announces the intent of the County of Mendocino to solicit proposals from qualified tow operators for the removal and disposal of abandoned, wrecked, dismantled, or inoperative vehicles or parts thereof from private and public property and highways throughout the County based on the contracted service areas.

The purpose of this RFP is to ensure clear County Highways and roadways for the safety of the community by utilizing the Abandoned Vehicle Abatement Service Authority Program (AVA), administered by the County, which includes the cities of Ukiah, Fort Bragg, and Willits. There is a total of six (6) service areas. One or more contractors may be selected to adequately cover all service areas. A copy of the map depicting the service areas is attached to section “XI. Scope of Work” for reference.

Vendors must submit four (4) copies of their proposal: three (3) complete paper copies with original Vendor signature, and one (1) complete copy on a USB Flash Drive.   The proposal must be formatted in accordance with the instructions of this RFP.  Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP.  Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 013-26”, and delivered by 2:00 p.m. April 23, 2026, to:

Late or facsimile proposals will not be accepted.  It is the proposer’s responsibility to ensure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.  Proposals received after the date and time specified will not be considered.  Note: The unauthorized use of the County’s official logo is strictly prohibited.
